THURSDAY, AUGUST 3, 2017
The Franklin County Commissioners met Thursday, August 3, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the July 25, 2017 and July 27, 2017 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the quote for the Officer
Store/Witmer Public Safety Group for the purchase of ammunition in the amount of
$14,706.22.
The Board reviewed Grants/Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Project Modification
Request (PMR) to Pennsylvania Commission on Crime and Delinquency (PCCD) for the
STOP grant to reflect a personnel change at Women in Need and redistribute allocations
to increase training related line items.
The Board reviewed Grants/Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved a Budget
Modification to Department of Community & Economic Development (DCED) for the
2016 Emergency Solutions Grant to increase rapid re-housing financial assistance and
decrease rental assistance in the amount of $15,000.00.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved an agreement between WSP
(formally Parsons Brinkerhoff) for consulting services to update the Franklin County
Long Range Transportation Plan (LRTP), in the amount of $155,172.60, for the period of
August 3, 2017 through December 31, 2018. The LRTP includes analysis of highways,
bridges, commodity flows, transit, non-motorized transportation and aviation assets
throughout the County. This plan must be updated on a 5 year cycle; the current plan
was completed in 2013. The Unified Planning Work Program with PennDOT and
Federal Highway Administration will cover $139,655.34 of the expense.
In accordance with PA Acts 14, 67, 68 and 127 notifications, PA Department of
Environmental Protection notified the County of a Pennsylvania Department of
Environmental Protection Water Obstruction and Encroachment Permit application being
applied by H. Ray Kipe to install two livestock crossings on Biesecker Run, located in
Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Samuel J. Smith
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit Renewal application being applied for an existing small flow treatment facility,
located in Fannett Township.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by the Borough of Chambersburg for
a clean fill site located at the old Chambersburg Borough Landfill site.
In accordance with PA Acts 14, 67, 68 and 127 notifications, TB Wood’s Inc.
notified the County of a Pennsylvania Department of Environmental Protection Operating
Permit Renewal application being applied for continuation of current operations, located
in the Borough of Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Witmer Poultry for land
development for two chicken houses, located in Lurgan Township.
The Board reviewed information regarding National Health Center Week.
Joanne Cochran, CEO and President of Keystone Health was present and gave a brief
overview of the various components of Keystone Health Center and how they benefit the
community. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to sign Franklin County Proclamation #2017-16 proclaiming the
week of August 13-19, 2017 as National Health Center Week and that the attached
proclamation be made a part of these minutes.
U.S. Department of Veterans Affairs personnel were present and gave a
presentation on Readjustment Counseling Services that they will be providing to Franklin
County veterans in cooperation with the County’s Veterans Affairs Office. The Vet
Center out of Martinsburg, WV believes that our area is underserved and will be sending
certified counselors into the community to meet the needs of veterans and their families.
These services include counseling for depression, PTSD, marriage counseling, among
others. Commissioner Keller stated that 10% of the County’s population is veterans and
many of them do not reach out for help so he is appreciative of this program.
The Board met with the Human Resources Director, Controller, District Attorney,
Chief Probation Officer, Director of IT, DES Director, and County Administrator for Salary
Board matters.
The meeting was adjourned at 11:55 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
