The Franklin County Commissioners met Tuesday, August 22, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Waynesboro Mayor Dick Starliper provided public comment to the
Commissioners that Franklin County is listed as a sanctuary county. He said the Board
should check with Representative Shuster to see what they can do to get county name
off the list.
Reverend Bill Burcher provided public comment and thanked the Commissioners
for their past support. He wanted to inform the Commissioners of the opening of a
shelter for women struggling with addiction. Esther House will be an eight bed, 90 day
program for women only. Bernadette Bowman, Case Manager/Certified Recovery
Specialist, provided public comment and explained the program and some of the women
that will be moving into Esther House that will open August 28, 2017. She explained that
Dr. Eaton has been a wonderful resource but our judicial system is broken and is not
helping the drug issue. She said putting them in Jail is not helping them because they
need drug rehabilitation. She knows this first hand because the judicial system did not
help her 10 years ago. Reverend Burcher said that New Hope Shelter is more focused
on financial help and getting jobs and apartments to help their clients. He introduced
two residents of the shelter that are here to answer any questions. Diane Vasser said
she has been at New Hope for a year and is getting help with budgeting and finding an
apartment. She struggled with addiction in the past but is celebrating 21 years drug-
free. She had no help at all and was in and out of probation and Jail. New Hope is
helping her and they are wonderful. Paula Matson said she works and lives at New
Hope and monitors the shelter from 4:00 to midnight. She said there are rumors going
around that she does not appreciate that residents are hanging out on corners and
drinking. She explained the residents have a curfew and are not out running the streets,
she makes sure that everyone is accounted for. She loves her job and would do
everything she could to make sure the shelter stays open. Chairman Keller thanked
them for being here and he appreciates their work.
The minutes of the August 15, 2017 and August 17, 2017 meetings were
reviewed. These will be decided upon on Thursday, August 24, 2017.
The Board reviewed Agreements, Contracts and Reports. Vice Chairman
Thomas explained the funding for the Grant-In-Aid for Adult Probation is mostly coming
out of tax dollars. He said we ask for $1.3M but only received $130,000 last year. The
State has not held up their end of the bargain for this mandated program. John Hart,
Chief Clerk, explained board action item #4, quote from St. Thomas Development
Corporation. He said this is to build up the pad to build the building on. This will grade it
down and fill-in at the same time so we have a level worksite. The following item was
approved today while the remaining items will be approved Thursday, August 24, 2017.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the quote from St.
Thomas Development Corporation to provide fill for the barn project on Franklin Farm
Lane at a cost of$8.60 per ton for delivered 2A fill. The total estimated cost will be
$8,000 — $10,000.

The Board reviewed appointments to the Franklin/Fulton Drug and Alcohol
Advisory Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to appoint Melissa Dubrow for a two (2) year term to expire on
August 14, 2019.
The Board recessed until the 1:30 p.m. Retirement Board meeting.
The Board reconvened at 1:30 p.m. for a Retirement Board meeting.
Michael Shone, Peirce Park Group President, met with the Board to provide
report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. Mr. Shone
reported that the fund has grown at 10% year-to-date through July and is now$13.5M.
Over the past five years, the fund has over $5M in investment gains and is in the top 4%
nationwide.
The meeting was adjourned at 3:35 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
