The Franklin County Commissioners met Tuesday, August 29, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda. John Hart, Chief Clerk, said that board
action item #3, Change Order for David H. Martin, should be executed today instead of
Thursday. The Board approved this change.
There was no public comment.
The minutes of the August 22, 2017 and August 24, 2017 meetings were
reviewed. These will be decided upon on Thursday, August 31, 2017.
The Board reviewed Agreements, Contracts and Reports. John Hart, Chief
Clerk, explained that the change order for David H. Martin is a box culvert replacement
for bridge 84. He said the bridge will be closed starting September 5th with a completion
date of October 16th. The reason the project was held off was due to the State having
the Williamson Road Bridge closed so to have both bridges closed would have been a
long detour for drivers. Kurt Hoffeditz, Chief Information Officer, explained that the
agreement with Comcast is to provide internet access. He said that our primary internet
circuit is through PA.NET and it has come up for renewal. He said that Comcast was the
only provider with tier 1 service and with 24 hour support. The County will get five times
the bandwidth with only an extra $100 a month. The following item was approved today
while the remaining items will be approved Thursday, August 31, 2017.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the change order to
David H. Martin to increase the original contract for Bridge 84&84a culvert replacement
by $1,568.00 and to increase the contract time by 52 days, with the new term to expire
on October 16, 2017.
This was the date to award/reject the Keystone Library Grant bid for Media
Vending Machines. Bernice Crouse, Executive Director of the Franklin County Library
System, explained the Keystone Grants that the Library has received and the other bids
that were awarded recently. Ms. Crouse explained the media vending machines are
similar to a Redbox DVD vending machine often found in grocery stores that will be
housed inside the Coyle Library. This will help with reducing staff time having to deal
with renting CD's and videos. Carrie Gray, County Administrator, said that the bid from
Public Information Kiosk is complete so the recommendation from the Library System
which is also supported by County Administration is to award the bid to Public
Information Kiosk for a bid amount of$89,500.00. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the recommendation to award to
Public Information Kiosk for a bid amount of$89,500.00.
Carrie Gray, County Administrator, and members of the Special Thanks and
Recognition Committee (STAR) were present to honor the employee of the month for
August. Tabitha Souders, Records Specialist at the Jail, was chosen from 20
employees nominated. Ms. Gray said the selection for the August 2017 Employee of the
Month was determined by the STAR Committee based on the numerous votes Tabitha
received. Ms. Souders was selected based in part on the following comments on the
nomination form: "We had an inmate with mental health issues who "maxed" their case
in Franklin County and was to be released to the street. Tabitha pulled a warrant search

and found that he was reported as a missing person and that his family was looking for
him. She got in contact with the family and aided the jail staff in releasing him in the most
effective way back into the community." Ms. Souders' outstanding characteristics are
attributes that have not gone unnoticed by her peers. The nomination form described her
as: thorough - going above and beyond in her daily job duties; supportive -with the
transition of new employees in the office, Tabitha has helped them adjust to their
positions and helped cover those areas while the transitions were taking place; and as
an effective communicator. We are grateful to Ms. Souders as she exudes a high
standard of customer service, excellence and respect to the employee and residents of
Franklin County. Ms. Souders thanked everyone and said that it's an honor to serve
Franklin County Jail. She thanked her co-workers and said that without them she would
not be honored today. Regarding the situation with the inmate, she explained that the
family was very grateful and glad that their family member was found safe.
The meeting was adjourned at 9:59 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
