HomeMy WebLinkAbout2017-08-31 Commissioner Minutes THURSDAY, AUGUST 31, 2017 The Franklin County Commissioners met Thursday, August 31, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked everyone to remember the victims of Hurricane Harvey and also the family and friends of Jean Snyder, Director of Fulton County Services for Children, who recently passed away. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the August 22, 2017 and August 24, 2017 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal of the Title XIX Medicaid Grant Agreement between the County of Franklin and the Pennsylvania Department of Human Services and the Pennsylvania Department of Aging for the Medical Assistance Funding for Level of Care Assessments completed by the Franklin County Area on Aging, Nursing Home Transition and Aging and Disability Resource Center and Link. This agreement is for the period of July 1, 2017 through June 30, 2018. The Board reviewed additional Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Title XIX Medicaid Grant Agreement (Effective January 1, 2012 through June 30, 2017) between the County of Franklin and the Pennsylvania Department of Human Services and the Pennsylvania Department of Aging to amend the nursing home transition unit payments from $10.00 a unit to $12.50 a unit effective December 1, 2016. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$59,242.00 to increase the budget for additional Emergency Solutions Grant funded revenue and to increase the corresponding expenses. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Comcast Cable Communications Management LLC to provide internet access, increasing capacity from 20Mb to 100Mb in the amount of$1,347.60 per month, for the period of September 4, 2017 through September 3, 2022. Continued on page 2 The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from K&C Communications (Motorola Solutions) to purchase three radios for Officers to utilize while transporting inmates at a cost of$13,319.76, which includes a three year warranty. In accordance with PA Acts 14, 67, 68 and 127 notifications, Johnson Controls notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied for addition of a paint booth to increase efficiency of existing operations located in Waynesboro, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, Rosetree Consulting notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied by David Brenize for a concentrated animal feeding operation located in Lurgan Township, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied by Rande, LLC for Progress Village Phase 4 which is 69 townhouse lots located in the Borough of Chambersburg, PA.
