HomeMy WebLinkAbout2017-09-26 Commissioner Minutes TUESDAY, SEPTEMBER 26, 2017 The Franklin County Commissioners met Tuesday, September 26, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the September 19, 2017 and September 21, 2017 meetings were reviewed. These will be decided upon on Thursday, September 28, 2017. The Board reviewed Agreements, Contracts and Reports. The following items were approved today while the remaining items will be approved Thursday, September 28, 2017. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Safety Program Renewal (HandS) Application to the Pennsylvania Department of Labor and Industry, Bureau of Worker's Compensation for the Self-Insured Worker's Compensation Program for the period of January 1, 2018 through December 31, 2018. This application is necessary to maintain our self- insurance status. The Board reviewed additional Risk Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Worker's Compensation Self-Insurance Renewal Application to the Pennsylvania Bureau of Worker's Compensation for an application cost of$100.00 for the period of January 1, 2018 through December 31, 2018. This application is necessary to maintain our self-insurance status. Carrie Gray, County Administrator, and members of the Special Thanks and Recognition Committee (STAR) were present to honor the employee of the month for September. Kim Mills, Administrative Assistant II in the Commissioners' Office, was chosen from 14 employees nominated. Ms. Gray said the selection for the September 2017 Employee of the Month was determined by the STAR Committee based on the numerous votes Kim received. Ms. Mills was selected based in part on the following comments on the nomination form: "You can always call on Kim Mills when you need a hand. She will always be there to assist. A song that best describes Kim Mills is "Lean on Me". We all need someone to lean on! Ms. Mills is flexible while keeping a professional composure; Kim also uses her knowledge of so many County functions to help anyone who needs it, without others having to ask. If she senses anyone needs assistance, she will step right in to help. Kim is also a compassionate person and has generously helped co-workers on and off the clock with transportation issues. One example was a day when Kim's co-worker was attending a meeting and had walked to the location because it was a bright and sunny day. Suddenly, out of the blue, a bad storm hit. Kim drove down to the building to pick up her co-worker so she would not have to walk back in the torrential rainstorm. Another example occurred at the end of the day. A co-worker's car stalled in the middle of King Street. It was a busy time of day and other cars were naturally irritated and had no patience, so they started driving around the vehicle into oncoming traffic. Kim came out of nowhere and started directing traffic to avoid the possibility of an accident. When there was finally a short break in traffic, Kim helped the driver to push the car into the parking lot for safety. Kim even insisted she stay until the tow truck arrived. During the hour-long wait, she walked around the block several times to make sure the tow truck was not lost or waiting in limbo to find the Continued on page 2 disabled vehicle." Ms. Mills' outstanding characteristics are attributes that have not gone unnoticed by her peers. The nomination form described her as: Compassionate, both in and out of work. Kim can be counted upon to be there when you need her; Knowledgeable, as she works hands-on with so many County departmental functions; Accurate, since the majority of Kim's tasks involve a demand for accurate reporting. We are grateful to Ms. Mills as she exudes a high standard of customer service, excellence and respect to the employees and residents of Franklin County. Ms. Mills thanked everyone and said it is an honor to be nominated and selected. Chairman Keller said that he works with Kim on a daily basis and he is not surprised that a lot of her heroism has been done under the radar. She is very deserving of this award and thanked her for all she does. Commissioner Thomas said he didn't know about half the things she did but pushing a car would be surprising except he has seen her in action with lifting heavy election boxes. Plus she saves a lot of money when we don't have to call tech support. She is the in house technical guru. He said this was an excellent decision and excellent choice for this award. Commissioner Ziobrowski said Kim is very deserving of this award and she always has a bright, cheerful personality to us and the public. The Board recognized Barbara Harshman, Telecommunicator, for receiving the 2017 PA State Emergency Management Services Communications Award. Bryan Stevenson, Communications Coordinator, explained that he submitted a nomination for Ms. Harshman weeks before the Emergency Management Services Conference that is held in Lancaster every year. He explained the reason for his nomination was that she has been instrumental in the CAD upgrade that started in April; she is enthusiastic and full of energy and is a huge plus to their organization. He said if someone new needs help or someone is busy, she is always there to help. Mr. Stevenson also explained a call where a patient was being transported to the hospital in a personal vehicle that was in dire need of assistance. She instructed the caller to pull the car over due to the car being in heavy traffic and wait for the first responders to arrive and meet them. He said the State offers 10 awards and he was glad to recognize her and that she is the recipient of this award. The Board congratulated Ms. Harshman for receiving this award. The Board conducted a bid opening for Franklin Farm Lane Metal Barn Construction Project. The following bidders submitted a bid: Myers Building Systems, Inc. from Clear Spring, Maryland bid a total amount of$282,249.00; United Enterprises Construction from Greencastle, PA bid a total amount of$228,500.00; GRC —general Constructor, Inc. from Zullinger, PA bid a total amount of$236,742.00; Waynesboro Construction from Waynesboro, PA bid a total amount of$178,900.00. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to forward the bids received to the Director of Engineering and Maintenance, the County Solicitor and the Purchasing Agent for their review. The Board will award or reject the bids on Tuesday, October 3, 2017 at 9:40 a.m. The meeting was adjourned at 10:05 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas.
