HomeMy WebLinkAbout2017-10-12 Commissioner Minutes THURSDAY, OCTOBER 12, 2017 The Franklin County Commissioners met Thursday, October 12, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to amend the agenda to remove the salary board actions pertaining to the District Attorney and to request an executive session immediately after approving the agenda to discuss a labor matter. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:36 a.m. this date for the purpose to review labor matters. No action will be required after the executive session. The Board reconvened into regular session at 9:46 a.m. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the October 3, 2017 and October 5, 2017 meetings. The Board also approved the revised salary board minutes from September 28, 2017 to include additional language to the action requesting an increase in the pay for the Treatment Court Coordinator. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The Board reviewed information regarding Residents' Rights Month. Angie Pickel, Ombudsman, was present to receive the proclamation and to provide more information on Ombudsman services. Ms. Pickel explained that October is Resident's Rights Month and this year's theme is "It's All About Me: My Life, My Care, My Choices". Ms. Pickel explained the ombudsman program and how they help educate residents on their rights and support them while they are in long term care. Ms. Pickel also explained that she has 10 volunteers that visit folks and provide education to family and staff. One volunteer is certified to investigate concerns in long term care facilities. She also provided information on the PEER program where they teach residents to become more empowered and advocate in their facilities on behalf of other residents. Pennsylvania is the only state to offer the PEER program. Commissioner Thomas mentioned that he has recently been made aware of issues with the elderly and mental illness. Ms. Pickel explained that as an Ombudsman she is concerned that as residents with mental illness age, it is hard to place them in long term care facilities. This is a growing need in the community. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved Franklin County Proclamation #2017-18 proclaiming the month of October as Residents' Rights Month and that the attached proclamation be made a part of these minutes. The Board met with Loretta McClure, Acting Human Resources Director; Controller Harold Wissinger; Minnie Goshorn, Children & Youth Assistant Administrator; and Mary Beth Shank, County Solicitor, for Salary Board matters. Ziobrowski; unanimously approved the revised job description for the Bridge Maintenance Manager position. The Board reviewed additional Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to establish the job description for the County Solicitor Paralegal position. The meeting was adjourned at 10:14 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
