HomeMy WebLinkAbout2017-10-31 Commissioner Minutes TUESDAY, OCTOBER 31, 2017 The Franklin County Commissioners met Tuesday, October 31, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the October 24, 2017 and October 26, 2017 meetings were reviewed. These will be decided upon on Thursday, November 2, 2017. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked for more detail on designation letter to PCCD. Specifically, what agencies would benefit from the additional availability of Naloxone. April Brown, Drug & Alcohol Administrator, responded that this is PCCD's opportunity to allow naloxone to be dispensed locally to first responders who need it. It can be distributed to constables, law enforcement or any first responders but they have to go through a required training. The following items were approved today while the remaining items will be approved Thursday, November 2, 2017. The Board reviewed Drug and Alcohol matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the designation letter to the Pennsylvania Commission on Crime and Delinquency (PCCD) to designate the Franklin/Fulton Drug &Alcohol (FFDA)/SCA to serve as the Centralized Coordinating Entity. This will allow the FFDA to provide naloxone kits to multiple first responder entities across Franklin County, as defined in the PCCD grant.. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the renewal agreement between the County of Franklin and Coventry (Aetna) for Health Care benefits and Prescription coverage for retirees (age 65 and older) eligible for Post- Employment Health Care (PEHC), for the period of January 1, 2018 through December 31, 2018. Contract amount will be based on enrollment. The Board reviewed additional Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement between the County of Franklin and Highmark Blue Shield to provide health, prescription and vision insurance for active employees and eligible retirees under 65 for the period of January 1, 2018 through December 31, 2018. The Board reviewed an appointment to the South Central Workforce Investment Board. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Keith Baker to the SCPa Works (South Central Workforce Investment Board) for a term of October 1, 2017 through June 30, 2020. Carrie Gray, County Administrator, and members of the Special Thanks and Recognition Committee (STAR) were present to honor the Employee of the Month for October. Joshua Burleigh, Telecommunications Specialist with the Franklin County Information Services Department, was chosen from 7 employees nominated. Ms. Gray said the selection for the October 2017 Employee of the Month was determined by the STAR Committee based on the numerous votes he received. Mr. Burleigh was selected based in part on the following comments on the nomination form, "Josh Burleigh is Continued on page 2 deserving of this distinct recognition for several reasons: He is always available to assist and will not leave a project incomplete; he is hands-on, has a working understanding of complicated wiring, inputs/output; he will troubleshoot any problem, identify a solution, and take corrective action without hesitation in an effort to fix the issue. During a 10-day jury trial, the high demand for usage of technology within the Courtrooms created an issue with the equipment. Court Administration and the President Judge immediately contacted Josh for assistance. In the midst of meeting with a vendor, Josh excused himself and quickly reported to the Court House. Once he was able to identify the issue, Josh spoke with the vendor of the equipment that had failed and together they were able to narrow down the problem. This enabled technicians to report that same evening with the correct tools, equipment, and supplies to get the Courtroom operation up and going by the next morning. Josh stayed late into the evening until these issues were fixed. He reported the solution back to Court Administration and the President Judge and the trial was able to remain on schedule and in its original location. The incident described above is not the first time Josh dropped what he was doing to assist departments within the County with technology issues. Josh's familiarity with addressing technology issues within the County is greatly appreciated and has earned him the distinction of being awarded "Employee of the Month". Mr. Burleigh's outstanding characteristics are attributes that have not gone unnoticed by his peers. The nomination form described him as: knowledgeable; professional; and dedicated. We are grateful to Mr. Burleigh as he exudes a high standard of customer service, excellence and respect to the employees and residents of Franklin County. Commissioner Thomas said that Josh, as everyone in IT does, makes a lot of people happy. Chairman Keller said that when folks have computer-related issues, it doesn't matter what an ITS employee's official duties are, it's like they have a target on their back. He appreciates their willingness to help and to do whatever it takes to keep operations running. Commissioner Ziobrowski said that Josh has assisted him and he never makes him feel stupid. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:49 a.m. this date for the purpose to review real estate matters. No action will be required after executive session. The Board reconvened into regular session at 10:45 a.m. The meeting was adjourned at 10:46 a.m. with a motion by Robert G.
