HomeMy WebLinkAbout2017-11-09 Commissioner Minutes THURSDAY, NOVEMBER 9, 2017 The Franklin County Commissioners met Thursday, November 9, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting held at the Jail. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. Commissioner Thomas noticed there were approximately 400 checks to election workers for the election that took place on Tuesday. In the past the practice was completed by hand but now it is completed electronically which is a much better process. He applauds those who were a part of making this process easier. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the October 31, 2017 and November 2, 2017 meetings. The Board reviewed Commissioners/Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to Proceed and Agreement between the County of Franklin and Waynesboro Construction Company, Inc. for the Franklin Farms Lane Metal Barn Construction Project bid in the amount of$178,900.00. The Board awarded this bid on October 3, 2017. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved amendment No. 7 to the contract (dated April 1, 2006) between the County of Franklin and B.I. Incorporated (GEO) to provide services for individuals under Intensive Reentry Case Management for an amount of$10,000.00 to be paid for by the PCCD Grant. This amendment is for the period of May 1, 2017 through December 31, 2017. In accordance with PA Acts 14, 67, 68 and 127 notifications, TransCanada notified the County of a Pennsylvania Department of Environmental Protection Title V renewal application being applied by Columbia Gas Transmission LLC for existing facilities located at the Greencastle Compressor Station located in Greencastle, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, Camp Tohiglo notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal General Permit application being applied for the Camp Tohiglo Waste Water Treatment Plant located in Mercersburg, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, Edge Rubber notified the County of a Pennsylvania Department of Environmental Protection WMGR038 permit application being applied to install a shredding facility to their 811 Progress Road plant located in the Borough of Chambersburg. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES application being applied by Brandale, LLC for the Fifth Avenue Extension Project located in the Borough of Chambersburg. In accordance with PA Acts 14, 67, 68 and 127 notifications, FOX &Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES application being applied by Leg Up Farm for development of a 16.175 acre lot for school & therapy facility for special needs children located in Mont Alto, PA. Justin Slep, Veterans Affairs Director, provided a presentation on veteran's memorials and monuments in Franklin County. Mr. Slep explained that this is a brief overview of memorials and historical markers in the community and he will also touch on the complete inventory list as well. He said Franklin County makes sure there are accurate records of all memorials in the county. He was asked by County Administration to inventory all military memorials throughout the county so the county has current information, locations and conditions of the memorials. There is also an agreement with the American Legion National Headquarters and the Alliance Defending Freedom and Liberty Institute to defend these memorials if legal action is taken against wording or symbols at no cost to the community or any Legion Post. Mr. Slep said to date they have collected information on 35 memorials which are placed anywhere where people can gather to look at memorials and 70 historic markers which are placed where the historic event happened. He said that in the inventory of the historical markers there are 40 markers that have military affiliation. Mr. Slep provided a few slides of the memorials and monuments that are throughout Franklin County. He explained that they completed research and physically visited each one to take pictures and record their conditions. The meeting was adjourned at 10:02 a.m. with a motion by Robert L.
