The Franklin County Commissioners met Tuesday, November 28, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the November 21, 2017 meeting was reviewed. These will be
decided upon on Thursday, November 30, 2017.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas noted that the agreement with CGL has been beneficial for County operations.
He said we used to have some challenges with buildings, but since we moved to this
arrangement, we are addressing needs as they arise. He is pleased and proud that we
have this arrangement. The items will be approved Thursday, November 30, 2017.
Charles Martin, Human Resources Generalist, and members of the Special
Thanks and Recognition Committee (STAR) were present to honor the Employee of the
Month for November. Rebekah Laws, Applications Support Specialist with the Franklin
County Information Services Department (ITS), was chosen from 18 employees
nominated. Mr. Martin said the selection for the November 2017 Employee of the Month
was determined by the STAR Committee based on the numerous votes she received.
Ms. Laws was selected based in part on the following comments on the nomination form,
"Bekah is a Franklin County Employee who not only reaches her goals, she exceeds
them; (She) does so many things for so many people and excels at every single task she
is given; (Her) expectations for herself are very high and she consistently performs at
that same degree, daily; (She) put together all the marketing campaign for the County's
new Mission, Visions, and Values program, assists with the registrations and marketing
of various events, and the list goes on and on; (She) makes everything she does look
easy and seem flawless; Bekah is always positive, professional and easy to work with
and by far, deserves Employee of the Month! Ms. Laws' outstanding characteristics are
attributes that have not gone unnoticed by her peers. The nomination form described her
as positive, cheerful and friendly. Bekah is quite resourceful and dependable. Ms. Laws
also displays a "take the bull by the horns" approach and is motivated and hardworking,
which serves her well as an Application Support Specialist. We are grateful to Ms.
Rebekah Laws as she exudes a high standard of customer service, excellence and
respect to the employee and residents of Franklin County. Ms. Laws responded that in
ITS, it's a team effort and she couldn't do what she does without the support of her
supervisors. Chairman Keller said this is the second month in a row that someone from
ITS has been awarded employee of the month. He said some of the projects she has
worked on has made life easier for county departments. For example, she developed
the database for write-ins for the election and Human Services training days runs more
smoothly because of the processes she has put in place. Commissioner Ziobrowski
commended Bekah for the caring individualized support she provides. Commissioner
Thomas commented that for every smile Bekah has it doesn't cost a dime but they add
to the demeanor that Commissioners Ziobrowski and Keller talked about. He said this is
a wonderful choice.
The Board recessed and will reconvene at 10:00 a.m. for Election Board matters.

The meeting was adjourned at 10:05 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
