HomeMy WebLinkAbout2017-11-30 Commissioner Minutes THURSDAY, NOVEMBER 30, 2017 The Franklin County Commissioners met Thursday, November 30, 2017, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. Chairman Keller announced that Commissioner Thomas is attending the NACO Conference in Phoenix, Arizona. Mayor Richard Starliper provided public comment that since he won't be attending Commissioners meetings in December he wanted to wish the Commissioners and staff a Merry Christmas and a prosperous New Year. Chairman Keller wished him the best and to carry their best wishes back to Waynesboro. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid with the exception of voucher# 584475, due to staff needing additional time to research. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the November 21, 2017 meeting. The Board reviewed Commissioners' Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved Resolution No. 2017- 11 to authorize the donation of miscellaneous cameras and equipment located at the former magisterial district judge office suite in Mercersburg to the Borough of Mercersburg. The Board reviewed additional Commissioners' Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved amendment #7 to the original agreement (dated January 4, 2006) between the County of Franklin and CGL Engineering, Inc. for facilities maintenance and Jail maintenance services. This amendment is to increase the contract amount by 3%, effective January 1, 2018. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the grant application to Pennsylvania Commission on Crime and Delinquency (PCCD) for pass through funds for Over the Rainbow (Franklin County Children's Advocacy Center) in the amount of $40,000.00. This is a Year 2 continuation grant and will continue to support the medical services provided to child abuse victims to include the forensic nurse (SANE-P) services, telehealth services and the medical director's oversight. This is for the period of April 18, 2018 through March 31, 2019. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and NAC Divisions/Affiliated Monitoring LLC to provide duress monitoring services for the new Magisterial District Judge Mercersburg location at a cost of$162.00 per year, effective November 21, 2017. Workers' Comp Trust covers the annual fees for this service. Continued on page 2 The Board reviewed Tax Claim Bureau matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to accept the bid that is on the repository sale list in the amount of$100.00 made by Curtis Myers to purchase a 1973 Mark IV Mobile Home that was not purchased at the Judicial Sale. Repository sales are held on properties that are not purchased at the Judicial Sale. In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black Engineering Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied by Fitzgerald Toyota for proposed sales building and a service building with associated parking located in Guilford Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES General Permit application being applied by Flatiron Commons for residential construction located in Borough of Waynesboro.
