The Franklin County Commissioners met Tuesday, December 5, 2017, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be in attendance
today. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the November 28, 2017 and November 30, 2017 meetings were
reviewed. These will be decided upon on Thursday, December 7, 2017.
The Board reviewed Agreements, Contracts and Reports. John Hart, Chief
Clerk, explained board action item #2 to purchase consoles from Dauphin County is for
the 911 backup center in the Courthouse Annex in case something would happen at the
911 center located at Letterkenny. Dauphin County has purchased a number of
consoles and normally they range from $55,000 - $65,000 each and we are able to buy
them '/2 price from Dauphin County. These consoles are brand new and still in the box.
Our current consoles in the backup center are getting more difficult to find parts to repair
them. Mr. Hart explained board action item #3, agreement with Motorola is to relocate
the consoles, reconnect them and provide one year warranty. Moving these consoles is
a complex procedure. Motorola will also test them and make sure everything is working
the way they should. Commissioner Ziobrowski asked about the budget and where the
money is coming from. Mr. Hart responded that this was taken into consideration as part
of the budget and Ms. Beckner took this into account so the budget will be consistent
with what she provided the board. This will be paid for over two years in the 2017 and
2018 budgets. Mr. Hart explained board action item # 7 for additional housekeeping
duties at Magisterial District Judge (MDJ) Eyer's office. He said this price is for all
MDJ's, and it's a fair price since the square footage more than doubled. He knew there
would be an increase with adding MDJ Eyer's office. The following items were approved
today while the remaining items will be approved Thursday, December 7, 2017.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the quote from Dauphin County Department of Public Safety to
purchase five (5) radio consoles at $26,750.00 each for a total of$133,750.00 for the
911 back-up center located in the Courthouse Annex basement. The current back-up
center's radio consoles are outdated and with this purchase, will now mirror the current
ones in the 911 center. This will assist in training and allow all dispatchers the capability
to use the same equipment in both locations.
The Board reviewed additional Emergency Services matters. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the quote from Motorola Solutions for the
transportation of five radio consoles from Dauphin County for the 911 back-up center
that will include delivery, relocation and installation as well as one year warranty
maintenance at a cost of$54,317.50. For installation at Franklin County, additional
hardware is required which include: Gateways, Controller, MCC7500 integration
operator and rack mount.

The Board reviewed appointments to the Franklin/Fulton Drug and Alcohol
(FFDA) Advisory Board. On a motion by Robert G. Ziobrowski; seconded by David S.
Keller; unanimously approved to appoint Dr. Michelle Hall for a term of December 5,
2017 through December 5, 2019. The Franklin/Fulton Drug and Alcohol (FFDA)
Advisory Board has recommended this appointment.
Phil Tarquino, Planning Director, was present to provide the Franklin County
Tourism and Quality of Life Enhancement Grant Committee recommendations. Mr.
Tarquino explained the committee received 11 applications for this funding round and
the committee has reviewed them. He said the committee consists of Carrie Gray,
Steve Nevada, Teresa Beckner, Patti Nitterhouse and himself. He explained that there
is a total of$250,000 available for distribution of which $110,000 is from Marcellus Shale
funds and $140,000 from Hotel Tax funds. The following is the committee's
recommendations for the Marcellus Shale funds: Greene Township to be used for
Phase I of the Conococheague Trail for an amount of$100,000; Franklin County
Veterans/911 Memorial to be used to enhance the walking paths behind the memorial
for an amount of$6,000; and Healthy Franklin County to be used to create a
walking/running route booklet and new webpage in the amount of$4,000. Mr. Tarquino
mentioned that the committee recommends that Healthy Franklin County work with the
Franklin County Visitors Bureau on the webpage piece. The following is the committee's
recommendations for the Hotel Tax funds: Coyle Free Library to be used for fagade,
sidewalk and cornice improvements in the amount of$50,000; Capital Theater to be
used to improve lighting at the theatre in the amount of$20,000; Totem Pole Playhouse
to be used for renovations to the restrooms, storm water improvements in their parking
lot and renovations to the administrative offices in the amount of$35,000; and Historical
Society to be used to improve the facilities climate control for archive records in the
amount of$35,000. Chairman Keller thinks the recommendations are appropriate but he
will defer final decisions on the recommendations to Thursday since Commissioner
Thomas is not here today. Commissioner Ziobrowski commented that this was a well
thought out process, is a good use of the money for these projects and they are within
the goal of the tourism enhancement grants. Chairman Keller said the County has
worked with these organizations in the past and they are normally on track for
completion in the time frame required. Mr. Tarquino responded that most of these
projects will get the work completed in 2018 and if not, they can ask for an extension to
their contract. The Board will make a final decision at the board meeting on Thursday.

seconded by David S. Keller.
