The Franklin County Commissioners met Thursday, December 14, 2017, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the December 5, 2017 and December 7, 2017
meetings.
The Board reviewed Day Reporting Center matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Keystone Rural Health Center to provide mental
health treatment and medication management for Intensive Reentry Case Management
(IRCM) clients at a cost of$3,600.00, for the period of June 22, 2017 through December
31, 2017. This contract is paid for by the Intensive Reentry Case Management grant.
The Board reviewed additional Day Reporting Center matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and Keystone Rural Health Center to provide
mental health treatment and medication management for Intensive Reentry Case
Management (IRCM) clients at a cost of$3,600.00, for the period of January 1, 2018
through June 30, 2018. This contract is paid for by the Intensive Reentry Case
Management grant.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and BFPE International Fire,
Safety, and Security to provide testing and inspection of the Jail's life safety system, fire
alarm system, sprinkler system, kitchen hoods/ansul, and a 5 year internal inspection of
the sprinkler system at a cost of$35,508.00 for the period of January 1, 2018 through
December 31, 2020.
The Board reviewed Fiscal/Liquid Fuels matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the applications to
encumber Liquid Fuels Tax Funds to the Pennsylvania Department of Transportation for
the following bridges in Franklin County:
• Bridge 55- Increase to $800,000.00
• Bridge 130 —decrease to $100,000.00
• Bridge 84 & 84a—decrease to $181,776.93

The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and MorphoTrust
USA, LLC to process FBI fingerprinting according to the Child Protective Services Law.
The FBI fingerprinting is one of three checks required for staff employed in County
operations that have the potential for contact with children. This is the only vendor
recognized by the State for this service. The cost is $23.60 per check and will be paid
through the Workers' Compensation Trust Fund.
John Thierwechter, Emergency Services Director, was present to explain that
Joanne Sheets, Administrative Assistant, completed her requirements for Basic
Certification with PA Emergency Management Agency (PEMA). He mentioned that she
is always willing to jump in and help when they need an extra hand. He is pleased that
she was able to get this certification. Mr. Thierwechter said this is not a requirement of
Joanne's job, and that she did it on her own. Ms. Sheets provided more information on
the courses that she completed at PEMA and a few she completed on line. Mr.
Thierwechter mentioned that she helps with drills and is active in the Communication
Center. John Hart, Chief Clerk, commented that this is the first time that front-line staff
has completed this certification. He thinks this is outstanding and congratulated her.
The Board presented Ms. Sheets with her certification plaque and congratulated her on
this achievement.
Justin Slep, Director of Veterans Affairs, was present to provide a certificate of
completion to a service dog and her handler, veteran Jonny Gouge, who are in the
Save-A-Vet, Save-A-Pet Program. Mr. Slep explained that everyone is here today to
hand over Skyler to a well deserving veteran. He and Helen Carlson met a breeder in
Paradise, PA who was willing to donate Skyler. After they brought Skyler home they met
Tom Kennedy, who volunteered his time to foster Skyler. Mr. Slep mentioned that Tom
is an amazing asset to the program and he went above and beyond what was asked of
him. He thanked Tom for his time. Mr. Slep also thanked Helen Carlson who trains the
dogs for this program. The dogs are advancing quickly thanks to her. He explained
that after Skyler is officially transferred today there will be five dogs left to match with
other veterans. Chairman Keller asked Tom Kennedy if he had anything he wanted to
add. Mr. Kennedy said that he has always had dogs but his last Labrador Retriever died
four years ago so he decided he didn't want a dog full-time and made an application to
the Save-A-Vet, Save-A-Pet program. He also helps foster other dogs through the
Brookline Retriever Rescue. Mr. Kennedy spoke in favor of Brookline Rescue, saying it
is a wonderful program. Chairman Keller thanked him for his service to the program and
said it couldn't happen without volunteers like him. Mr. Slep thanked Johnny Gouge for
his service to our country and for participating in the program, and said that he and
Skyler are a great team. Mr. Gouge thanked everyone in Veterans Affairs as well as
Skyler, his wife and his son. He said his son, who is in the Marine Corps, introduced him
to Justin who has helped him so much. Chairman Keller thanked Mr. Gouge for his
service and said the Board will keep his son, who is following in his father's footsteps as
a Marine, in their prayers.
