HomeMy WebLinkAbout2017-12-28 Commissioner Minutes THURSDAY, DECEMBER 28, 2017 The Franklin County Commissioners met Thursday, December 28, 2017, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 19, 2017 and December 21, 2017 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the lease agreement between the County of Franklin and Jeffrey and Phoebe Conner for the lease of office space to conduct Coroner business at 1497 Loudon Road in Chambersburg at a cost of$300.00 per month, for the period of January 1, 2018 through December 31, 2018. The Board reviewed Court Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Kristen Hamilton to provide legal services for juveniles involved in the delinquency process to ensure juveniles are adequately represented during case processing at a cost of$45,000.00, for the period of January 1, 2018 through December 31, 2018. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Keystone Rural Health Center to provide mental health services for Jail Diversion participants with a maximum encumbrance of $12,500.00, for the period of January 1, 2018 through December 31, 2018. The Board reviewed additional Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Mental Health Association of Franklin County, Inc. to provide mentoring services for Jail Diversion participants without Medical Assistance with a maximum encumbrance of$3,000.00, for the period of January 1, 2018 through December 31, 2018. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract listing for all contracts and addendums for the Human Services Administration Department. Contract listing is maintained for proper accounting for all contracts to include vendor name, address, type(s) of service proved and rate(s) charged. Continued on page 2 The Board reviewed Liquid Fuels/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised applications to encumber Liquid Fuels Tax Funds to the Pennsylvania Department of Transportation for the following bridges in Franklin County: • Bridge 130 — increase to $195,575.00 • Bridge 84 & 84a—decrease to $86,202.00 The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the Capital Theater to award $20,000.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the County's Hotel Tax Fund. Grant funds will be used for the theater's lighting project, for the period of December 28, 2017 through December 31, 2018. The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the Historic Letterkenny Chapel and Franklin County Veteran's and 9/11 Memorial Park to award $6,000.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the County's Marcellus Shale Fund. Grant funds will be used towards trail-walking path enhancements, for the period of December 28, 2017 through December 28, 2018. John Hart, Chief Clerk, informed the Board of a public meeting to provide information on a Court Facility Improvement Presentation. The presentation is scheduled for Wednesday, January 3rd at 3 pm. at the Administrative Annex, 218 N Second Street, Chambersburg, PA 17201. He informed the Board they will see information from the architect engineers Silling &Associates, Noelker and Hull, and Susquehanna Group. They will also hear from John Frey who is the Bond Consultant who will discuss debt service. Mr. Hart said he is trying to provide a holistic picture in looking at court facilities which has grown into a larger project. He is suggesting having open houses for public input but it is up to the Board on when to have these open houses. He suggests a couple of evening and day meetings to accommodate the public. He asked the Board to provide any last minute thoughts and feedback to him. Chairman Keller responded that his initial reaction on open houses is that he is okay with one evening meeting since they are not well attended and one meeting during the day. Mr. Hart said we are looking at a period of time for review for public consumption and board deliberation. Commissioner Ziobrowski said he recommends reaching out to a number of people in the community to make them aware of the meeting. Mr. Hart responded that he is reaching out to municipalities and others in the public including the farming and business community and public members also. Commissioner Thomas said this project is a challenge for any public official to go through. But last week there was an individual who came to the Commissioners meeting in a wheelchair and it was a challenge to get into this building. He said the goal of government buildings is to be accessible. He said it would be a benefit to the public to make all buildings accessible. The meeting was adjourned at 9:57 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
