The Franklin County Commissioners met Thursday, January 18, 2018, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be attending the
meeting today. On a motion by Robert G. Ziobrowski, seconded by David S. Keller;
unanimously approved to adopt the agenda.
James Moreland provided public comment and asked for more explanation of
board action item #3, agreement with Maranatha and the Franklin County Intensive Re-
entry Case Management program. Chairman Keller responded that this information will
be provided during board action discussions.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of the January 9, 2018 and January 11, 2018 meetings.
Chairman Keller asked Carrie Gray, County Administrator, to cover the questions
from Mr. Moreland during public comment. Ms. Gray explained the Intensive Re-entry
Program is a grant funded program that works with individuals who are in jail and getting
out of jail to help them be successful after their incarceration. Maranatha provides the
housing needs for these individuals. Ms. Gray explained further the other services these
individuals can receive to help them be successful. Chairman Keller explained that the
Intensive Re-Entry Program has a capacity for 10 individuals and currently there are 10
individuals in the caseload today. Ms. Gray explained further that it's taking longer to get
folks reestablished in the community so it's slower than anticipated. Glenda Helman,
Grants Manager, stated that it's difficult for individuals to find employment that pays
enough to sustain housing and that transportation is also a barrier.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Supplemental Appropriation in
the amount of$162,554.00 to transfer unspent 2016 budget for fiscal year 2016-2017
into calendar year 2017 for expenditures. Also, needed to increase the budget for
additional program income received during 2017 and to increase the corresponding
expenses.
The Board reviewed Day Reporting Center matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the amendment#8 to
the original agreement between the County of Franklin and B.I. Incorporated (under
GEO) to provide services to individuals from the Franklin County Intensive Re-entry
Case Management program with a maximum encumbrance of$5,000.00, for the period
of January 1, 2018 through June 30, 2018. All other terms and conditions of the original
agreement will remain in full force and effect.

The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the 2018 Emergency Management Performance Grant Application to
Pennsylvania Emergency Management Agency (PEMA) to request partial
reimbursement, in the amount of$39,925.00, for the Emergency Management
Coordinator position salary and benefits for the period of October 1, 2017 through
September 30, 2018.
The Board reviewed Fiscal/Veterans Affairs matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the grant application to PA Veterans Trust Fund to request funding in
the amount of$20,000.00 for continuation of the Operation-Save-A-Vet, Save-A-Pet
Program. This grant would be for the period of June 1, 2018 through May 31, 2019.
The Board reviewed Fiscal/Emergency Services matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental
Appropriation in the amount of$25,000.00 to provide additional funds for legal fees
related to a contract for professional services pertaining to a hazardous materials spill.
A portion of the fees incurred may be reimbursed.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the contract between the County of Franklin and Jones Fire Extinguisher, Inc. to
provide annual inspection, service and maintenance services on the Jail's 28 fire
extinguishers at a total cost of$1,805.00 for the period of January 1, 2018 through
December 31, 2020. This price also includes annual testing of the Jail's six Self-
contained breathing apparatus which are tested every three years. This service is a
requirement under State and Local codes.
The Board reviewed additional Jail matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the service agreement between the County of Franklin and Stanley
Convergent Security Solutions, Inc. to provide semi-annual inspections and system
calibrations, diagnosis of the system and guaranteed repairs on the security system at
the Jail for a cost of$3,668.00 per month for the period of November 1, 2017 through
November 1, 2020. Stanley is a sole source vendor.
The Board reviewed additional Jail matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the agreement
between the County of Franklin and the County of Butler to house male and female adult
offenders, over age 18, at a cost of$60.00 per inmate per day, for the period of January
21, 2018 through December 31, 2018. All medical and transportation costs are the
responsibility of Franklin County. This facility is PREA certified and abides by all PA
Title 37 regulations.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the agreement between the County
of Franklin and Greene Township to award $100,000.00 from the Franklin County
Tourism and Quality of Life Enhancement Grant, utilizing the County's Marcellus Shale
Fund. Grant funds will be used towards the Conococheague Creek Trail project, for the
period of January 18, 2018 through January 17, 2019.

The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the agreement
between the County of Franklin and Franklin County Redevelopment Authority to
forward Housing Trust Fund dollars in the amount of$25,000.00 to Franklin County
Redevelopment Authority to be used to provide recovery support housing in Franklin
County.
The Board reviewed Veterans Affairs matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the amendment to the
Memorandum of Understanding between the County of Franklin and South Central
Community Action Program (SCCAP) to administer funds from the Franklin County
Veterans Affairs Emergency Assistance Fund for the benefit of veterans. This
amendment is to reflect an additional $725.00 for administrative fees. All other terms
and conditions of the original agreement will remain in full force and effect.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Permit application being applied by Farmspring Estates for a
residential construction located in Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn
Consulting, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Permit and Water Quality Management Permit application
being applied by Mercer Vu Farms, Inc. for the construction of an HPDE-lined runoff
storage facility on property located in Mercersburg.
The meeting was adjourned at 9:46 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
