HomeMy WebLinkAbout2018-02-01 Commissioner Minutes THURSDAY, FEBRUARY 1, 2018 The Franklin County Commissioners met Thursday, February 1, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the January 23, 2018 and January 25, 2018 meetings. Chairman Keller asked to handle the Strickler Agency agreement separately due to him having to abstain from voting on this action because Strickler Agency's consultant to the County is the chairman of Commissioner Keller's political action committee. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; approved while Chairman Keller abstained from voting, the Letter of Agreement between the County of Franklin and Strickler Agency, Inc. to provide broker consultant services for group health benefits at a cost of$51,500.00, for plan year January 1, 2018 through December 31, 2018. Services include assessment of current benefits; developing alternative plan design and funding options; write request for proposals to multiple insurance carriers and third party administrators; summarize and recommend best group health options; help implement and educate staff with chosen result; consulting on health care reform, worksite and other topics, COBRA and HR services included; negotiate rates, plans and options with current vendors; help address issues with vendors and coordinate quarterly claim review. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and David C. Wertime, Esquire, to provide contract attorney services at a cost of$4,910.00, for the period of January 1, 2018 through December 31, 2018. The Board reviewed Controller matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and David Cleaver, Esquire, to provide contract attorney services at a cost of$13,294.00, for the period of January 1, 2018 through December 31, 2018. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the original agreement (dated October 12, 2017) between the County of Franklin and Waynesboro Construction Co., Inc., for the construction of a metal barn on Franklin Farm Lane, to extend the completion date to April 13, 2018. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Sheriff Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Clinton T. Barkdoll to provide contract attorney services at a cost of$15,565.00, for the period of January 1, 2018 through December 31, 2018. The Board reviewed Tax Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the certification of the amount of County and County Library Taxes on real estate and mobile homes in the various political subdivisions of the county and the name of the Tax Collectors of said political subdivisions for the year 2018. The Board reviewed additional Tax Assessment matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the acceptance and authorizations of additions and exonerations to the Tax Collectors of Franklin County for the year 2016 and 2017, in order for the Tax Collectors listed to close their 2016 and 2017 County and County Library Duplicates. In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection NPDES General Renewal Permit application being applied by GEOFAM for an industrial project, located in Waynesboro. The Board met with Tiffany Bloyer, Human Resources Director, the Controller Harold Wissinger and Mark Singer, Court Administrator, for Salary Board matters.
