The Franklin County Commissioners met Tuesday, February 27, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the February 20, 2018 and February 22, 2018 meetings were
reviewed. These will be decided upon on Thursday, March 1, 2018.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
explained that the Board needs to ratify the application for the RACP Grant, board action
item #2, since it needed to be signed by him yesterday. Commissioner Thomas asked if
board action #6, Jail to Community Treatment Evaluation agreement is being completed
for our own use or is it a requirement of the grant. Carrie Gray, County Administrator,
responded that it's both and it was included in the application that we would evaluate the
program for our own information and for Department of Corrections. She said it was
awarded contingent on those parts in the application and it is best practice. The
following items were approved today while the remaining items will be approved
Thursday, March 1, 2018.
The Board reviewed Commissioners matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved to ratify the
signature of the Chairman for the application to the Commonwealth of Pennsylvania for
the Redevelopment Assistance Capital Project requesting grant funds for the Franklin
County Facilities project. There will be a match required of the County if awarded the
funds.
The Board reviewed Elections/Commissioners matters. On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman
of the Board to execute the Purchase Order from Election Systems and Software LLC.
for the purchase of two Dell Optiplex desktop computers, a duplex laser printer and a
USB cable to process results on election night at a total cost of$4,959.33. The current
computers are 12 years old and Windows XP is no longer supported. This cost also
includes off-site installation to upgrade the software on each precinct counter and
Automark.
Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the Employee of the Month
for February. Mr. Robert (Bob) Povlich has been employed with the County's
Department of Emergency Services (DES) since March of 2016 as the Planning
Coordinator. The selection for the February 2018 Employee of the Month was
determined by the STAR Committee based on the numerous nominations Robert
received. There were a total of 13 nominations, of which 4 were for Robert. The STAR
nomination form asks what recent event or occurrence made you select Robert and the
answers included, "He is an outstanding employee who requires minimal supervision
and guidance. Bob is very well organized and analytical. He looks at processes and
procedures and seeks methods to better increase efficiency and productivity in all
aspects of the DES function and mission. Bob, who has served his Country and is retired
from the Air Force, was originally hired as the Operations and Training Officer for DES.
He revamped the process in scheduling and registering students for all training held at
the Franklin County Public Safety Training Center by DES and was able to schedule a
vast array of training for all public safety and emergency management disciplines. In July
2017, Bob was selected to fill the newly created Planning Coordinator position in DES.
The first major task Bob was assigned was the updating of the county's Hazard
Mitigation Plan (HMP). Bob has embraced this assignment without concern or
reservation. The HMP update is a huge undertaking which occurs every five years and is
usually led by a team of consultants or a county planning department. Bob is
spearheading this project himself by directing and coordinating the completion of the
HMP update which is due in May 2019. Since this plan update is milestone oriented,
Bob's outstanding organizational skills ensure all those assisting in the plan update are
kept on task and meet date deadlines. Bob is an exceptional worker and his self-
discipline is evident by his strong work ethic. He is his own worst critic and expects
nothing less of himself than to produce the highest quality of work in a timely manner. To
ensure a successful mission, no aspect of an assignment is too big or small for Bob. He
is not afraid to "roll up his sleeves and get dirty in the trenches," or to provide a
presentation in a formal setting to a large group of people. In other words, Bob will do
whatever is needed to "get the job done." His character and integrity are beyond
reproach and he leads by example. It has been said "Character is doing the right thing
when nobody is looking". Bob epitomizes this saying through his daily duties and
interactions with all those he encounters. Other employees would fare well if they
emulated Bob in not only their professional work life but in their personal life as well.
Franklin County and its citizens are fortunate in having Bob Povlich serve them in his
position of employment. In the short time of less than two years of Bob's employment
with Franklin County, he is most deserving of this award and is a compelling recipient."
Mr. Povlich's outstanding characteristics are attributes that have not gone unnoticed by
his peers. The nomination form described him as a person of superior character who is
self-disciplined, with tremendous organizational skills, and is a dedicated, hard-working
team player. We are grateful to Mr. Robert Povlich as he exudes a high standard of
customer service, excellence and respect to the employees and residents of Franklin
County. Mr. Povlich said he is humbled by the words said about him and he was
surprised. He is grateful to be nominated and noted updating the Hazard Mitigation Plan
involves everyone including DES leadership, County Administration, as well as folks
across the county including the municipalities. He appreciates all of their support and he
thanked everyone for receiving this award. Chairman Keller said he has been watching
the Hazard Mitigation Plan come together and for the most part from a distance but he
knows what a monumental task it is: the task of spearheading the project would qualify
Mr. Povlich for employee of the month alone. With all the glowing remarks made he
knows they are sincere and truthful and he has seen this firsthand. Chairman Keller
thanked him for all he is doing. He said planning is not a glamorous activity but it's
important work and the Board is grateful for what he does. Commissioner Thomas
commended Mr. Povlich for skillfully working to put together a plan that takes every
municipality's priorities into consideration. It's 421 pages long and there is a whole lot of
thought that goes into this plan. Commissioner Thomas said this award is a great choice
and he is proud of what Mr. Povlich has accomplished. Commissioner Ziobrowski stated
that Emergency Services is always preparing for a hazardous event. He applauds Mr.
Povlich for his efforts and thanked him for his service.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:53 a.m. this date for the
purpose to review potential litigation matters. Mary Beth Shank, County Solicitor
explained there is the possibility of having action after the executive session. The Board
reconvened into regular session at 10:24 a.m. No action was required after the
executive session.
The meeting was adjourned at 10:25 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
