HomeMy WebLinkAbout2018-03-27 Commissioner Minutes TUESDAY, MARCH 27, 2018 The Franklin County Commissioners met Tuesday, March 27, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked if the five consoles the County purchased last year from Dauphin County were installed. Chairman Keller replied that he will address her question during board action discussions. The minutes of the March 20, 2018 and March 22, 2018 meetings were reviewed. These will be decided upon on Thursday, March 29, 2018. The Board reviewed Agreements, Contracts and Reports. Chairman Keller responded to the question during public comment that he believes this was only discussed previously and the Board simply authorized staff to move forward with purchasing the consoles and the agreement. Commissioner Thomas mentioned that the Board needs to discuss item #3, sales agreement for purchase of property. He noted that there was discussion about parking in relation to the facility project and this purchase will help to address it. Chairman Keller explained that this has been in negotiations for some time and the Kalathas family has been good to work with and the agreement reached is fair to both parties. The Board appreciates their cooperation and partnership during this process. Chairman Keller explained further that the plan is to use the parking during county business hours and on the weekend it will be used by the public and the restaurant patrons. This lot will give the county roughly 65 spaces. The following item was approved today while the remaining items will be approved Thursday, March 29, 2018. The Board reviewed CJAB/Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the renewal grant application to PA Commission on Crime & Delinquency (PCCD) to provide grant funds in the amount of $540,000.00 for the Franklin County Intermediate Punishment program for non-violent offenders who should have otherwise been sentenced to incarceration under levels 3 or 4 of Pennsylvania’s sentencing guidelines. This grant is for the period of July 1, 2018 through June 30, 2020. Tiffany Bloyer, Human Resources Director, and members of the Special Thanks and Recognition Committee (STAR) were present to honor the Employee of the Month for March. Sergeant Ben Sites has been employed with the County’s Sheriff’s Office since 2011. The selection for the March 2018 Employee of the Month was determined by the STAR Committee based on the numerous nominations Ben received. There were a total of 18 nominations. The STAR nomination form asks what recent event or occurrence made you select Ben and the answers included, “Recently, Sgt. Sites and another Deputy spotted a stolen vehicle that was being sought by the Chambersburg Police Department. They were able to conduct a traffic stop on the stolen vehicle and apprehended the subject. Within the same week, Sgt. Sites spotted a wanted subject standing on the sidewalk. When an approach was made, the subject ran, but was later apprehended by Sgt. Sites and other Deputies. Also within this same week, Sgt. Sites was part of locating a marijuana growing operation inside a house. Another incident took place within this same week to which Sgt. Sites planned to detain a wanted person. His leadership skills in developing a plan to apprehend this subject were well thought-out and the subject was apprehended without incident.” “Sgt. Sites is always willing to help Continued on page 2 others, not only in the Sheriff’s Office, but within the community as well. Ben volunteers a lot of his time mentoring the youth. He is someone whom the Deputies in the Office look up to, not only for work, but for life guidance as well. Sgt. Sites is one of the most passionate people I know of when it comes to doing the job right, but doing it safely, as well. Ben is the Lead Firearms Instructor, and he takes on a lot of other roles that make him a great leader.” Sgt. Sites’ outstanding characteristics are attributes that have not gone unnoticed by his peers. The nomination form described him as a person with strong leadership abilities who is professional, and passionate about his work. We are grateful to Mr. Benjamin Sites as he exudes a high standard of customer service, excellence and respect to the employees and residents of Franklin County. Sgt. Sites said he is paid a job and that he does his job. It’s an honor to receive this award but the Sheriff gives him direction and they do the best job they can. Chairman Keller congratulated Sgt. Sites and noted that Sgt. Sites always has a smile on his face. He appreciates the fine work that he does and knows the deputies go in harm’s way every day and the Board appreciates them. Sheriff Brown said there is a lot of things that go unrecognized that Sgt. Sites does including Taser instruction and he also organizes emergency plans when there are murder trials. Commissioner Thomas said that Chairman Keller said it well and he is very proud of Sgt. Sites and congratulated him. Commissioner Ziobrowski said he has known Sgt. Sites since Sgt. Sites was in high school. He comes from a good family, has married well, and his job performance is exemplary. The meeting was adjourned at 9:52 a.m. with a motion by Robert G.
