HomeMy WebLinkAbout2018-03-29 Commissioner Minutes THURSDAY, MARCH 29, 2018 The Franklin County Commissioners met Thursday, March 29, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the March 20, 2018 and March 22, 2018 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Gladhill Services to provide pest control treatment at a cost of $625.00. This will be funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement of Sale between the County of Franklin and Tom M. Kalathas and Toula T. Kalathas for the purchase of property on Hood Street, Chambersburg for a price of $355,000.00. The Board reviewed additional Commissioners’ Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved amendment No. 1 to the contract dated July 1, 2016 between the County of Franklin and South Central Community Action Programs, Inc. for Franklin Together: The Franklin County Reentry Coalition. This amendment is to extend the Franklin Together Reentry Coalition Coordinator position for an additional 6 months from July 1, 2018 through December 31, 2018 for an additional $10,000.00. All other terms of the original contract shall remain in full force and effect. The Board reviewed Elections matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Beidel Printing House, Inc. for the printing of ballots for the May 15, 2018 General Primary Election for a total cost of $20,137.50. This bid was awarded th by the Commissioners at their Tuesday, March 13 meeting. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Bill of Sale Agreement between the County of Franklin and Dauphin County Department of Public Safety to purchase five (5) radio consoles at $26,750.00 each for a total of $133,750.00 for the 911 back-up center located in the Courthouse Annex basement. The current backup centers radio consoles are outdated and with this purchase, will now mirror the current ones in the 911 center. This will assist in training and allow all dispatchers the capability to use the same equipment in both locations. Continued on page 2 The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Government Software Services to provide printing and postage for the required return and claim notices for delinquent taxes at a cost of $17,410.00. The cost includes postage which will need paid up front at a cost of $16,740.00. Quotes were requested and 2 responses were received. This is the lowest qualified quote. In accordance with PA Acts 14, 67, 68 and 127 notifications, Gibbles notified the County of a Pennsylvania Department of Environmental Protection State Only Operating renewal permit application being applied for operation of the chip manufacturing company which causes air emissions on property located in Antrim Township. The meeting was adjourned at 9:43 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
