TUESDAY, APRIL 3, 2018
The Franklin County Commissioners met Tuesday, April 3, 2018, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be in attendance
today. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
Mayor Dick Starliper from Waynesboro provided public comment and mentioned
that last Saturday he participated in the American Legion event to support Save-A-
Vet/Save-A-Pet and they raised over $7,700 for the program which is more than last
year’s event. He said the only bad part was that a few of the Legions in the area did not
participate. He would like this information passed onto Justin Slep.
The minutes of the March 27, 2018 and March 29, 2018 meetings were
reviewed. These will be decided upon on Thursday, April 5, 2018.
The Board reviewed Agreements, Contracts and Reports. The following item
was approved today while the remaining items will be approved Thursday, April 5, 2018.
The Board reviewed Commissioners’ Office matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the proposal from
APEX Valuation Services to provide a real estate appraisal of an improved property in
Chambersburg at a cost of $2,500.00.
The Board reviewed information regarding Fair Housing Month. Sam Thrush,
Planner, was present to receive the proclamation and explained the history of Fair
Housing Month since the US Government passed the Fair Housing Act of 1968. He

explained this is the 50 year anniversary of the Act and how each year all units of
government across the nation proclaim April as Fair Housing Month. Chairman Keller
explained that the County does this proclamation on an annual basis and it’s important
to note that we distribute funds for housing. Whether it’s for persons with mental health
issues or forensic housing, the County has a role in providing fair housing. He said it’s a
good idea to promote this event. On a motion by Robert G. Ziobrowski, seconded by
David S. Keller; unanimously approved to sign Franklin County Proclamation #2018-02
proclaiming the month of April as Fair Housing Month and that the attached proclamation
be made a part of these minutes. Commissioner Ziobrowski commented that in the
1960’s a study was completed in an racially segregated apartment complex in
Minneapolis. Residents were polled on their levels of prejudice before and after
desegregation. After people of different races interacted with each other on a daily basis,
and found their commonalities were much greater than their differences, their levels of
prejudice were lowered significantly. He continued that not only is fair housing fair, but
it’s the right thing to do.
The Board reviewed information regarding Franklin County Public Library Week.
Bernice Crouse, Executive Director of the Franklin County Library System, Mark Story,
Director of Development, and additional staff and supporters from the Library System,
were present to receive the proclamation. Mr. Story thanked the Commissioners for
being financial supporters of the library system. He explained there are two
representatives present from Patriot Federal Credit Union who are assisting with and
sponsoring the annual appeal this year. Bernice Crouse provided some statistics and
information on usage increases from 2017 on the library system and that the main
accomplishment was the completed renovation and expansion of the Coyle Free Library

on Main Street, Chambersburg. She thanked the Commissioners and Carrie Gray,
County Administrator, for help with the Keystone Grant. Chairman Keller said some
people ask why Franklin County Library System was so intimately involved in the Coyle
Library renovations and it’s because the Library System owns the Coyle Library and it
was their turn. He continued that it’s important to point out that in the last 10 years all
libraries in the County have gone through renovations or expansion and the Library
System has been supportive of all these efforts. Commissioner Ziobrowski mentioned
that Wilson College made a donation to the library construction project so he asked if
there has been any integration with Wilson College. Ms. Crouse responded that they
continue to look at partnerships on different levels and mentioned that they are active in
a group to bring a bicycle library on to the Wilson College campus but it looks like Coyle
Library would be a good location. She informed the Board of the new book mobile that

will be unveiled on April 11 at the Rutter’s Store on Route 11 South. John Kilduff from
Patriot Federal Credit Union explained that their philosophy is people helping people and
their mission is to be a positive citizen in the community and to support the community.
They see that libraries are important to families to educate them and have a place to
meet. They are happy to support the Library System in this community. Gloria Guba
from the Library Board was present and thanked the Commissioners and everyone in
attendance and explained why it’s a privilege to serve on the library board and how
libraries and education are important to her. Chairman Keller read the proclamation that
was developed by Moriah Story, daughter of Mark Story, who is a part time library
employee in Greencastle. On a motion by Robert G. Ziobrowski, seconded by David S.
Keller; unanimously approved to sign Franklin County Proclamation #2018-03
proclaiming the week of April 8-14, 2018 as Franklin County Public Library Week and
that the attached proclamation be made a part of these minutes.
The meeting was adjourned at 10:13 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
