HomeMy WebLinkAbout2018-04-12 Commissioner MinutesTHURSDAY, APRIL 12, 2018 The Franklin County Commissioners met Thursday, April 12, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the April 3, 2018 and April 5, 2018 meetings. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the list of Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children, for the period of January 1, 2018 through March 31, 2018. Contract listing is maintained for proper accounting of all contracts. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant application to PA Counties Risk Pool (PCoRP) Loss Prevention requesting an amount of $20,000.00 to be used for covering costs for purchasing needed risk reduction equipment to include: Guardian RFID Wall Reade and mobile device with licenses and appropriate cabling for the Jail; UbiDuo 2 Communication device for the hearing impaired, back pack trauma kits and bullet resistant vests. This is a revision to an original submission as the result of changes in the Guardian RFID system requirements made over the last six months. The Board reviewed additional Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant application to PA Commission on Crime and Delinquency (PCCD) for provision of case management services to Good Wolf Treatment Court (GWTC) participants, provision of treatment services to GWTC participants who are under/uninsured, provision of family orientation to GWTC participant families, provision of Lunch & Learn opportunities for treatment court team, provision of incentives for GWTC participants as they transition through the various phases of treatment court, provision of quarterly pro-social events for GWTC participants, and funding of items for GWTC participant graduation. The Board reviewed Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated 2017- 2018 contract listing for the period of January 1, 2018 through March 31, 2018 for Human Services Administration. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Herbert, Rowland & Grubic, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES permit application being applied by Franklin County Regional Airport for discharges of stormwater associated with industrial activity on property located in Greene Township. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:39 a.m. this date for the purpose to review real estate matters. No action was required after the executive session. The Board reconvened into regular session at 10:32 a.m. The meeting was adjourned at 10:33 a.m. with a motion by Robert L.
