The Franklin County Commissioners met Tuesday, May 8, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting that was held at the Jail.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to move the proclamations first on
the agenda. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the amended agenda.
Cori Seilhamer, Program Specialist, MH/ID, provided an update on the Crisis
Intervention Team (CIT) that was initiated five years ago. She explained that CIT is
more than just training, its relationship-building and improving service to the community.
The CIT partners are law enforcement, mental health, first responders, providers and
advocates. Currently the Mental Health (MH) Co-Responder, which is part of CIT, is
present in the Greencastle Borough, Waynesboro Borough and Washington Township
which makes up 20% of Franklin County. Ms. Seilhamer explained that this area was
chosen because of the suicide rates and many other factors. She said the top five
referrals are domestic violence, suicides, behavior-related issues, overdoses and
frequent callers. Commissioner Thomas commented that they expected 80 clients over
the first two years but reached 200 clients. Kay Martin, Keystone Behavioral Health,
said that the MH Co-Responder is successful because of the collaboration between all
parties involved. They all work together to provide the services that are needed.
Commissioner Thomas commented that he's been to a lot of meetings at the National
Association of Counties where these issues are discussed. There is not a law
enforcement official in this group that wouldn't want to help clients with mental health
needs. This program frees up officer time and the clients get the help they need.
Sheldon Schwartz commented that it is great to see that when an issue is raised and a
need is evident that results like this come together in a short period of time. It happens
because it takes a lot of family to make it happen. He wanted to thank Cori who has
been a leader to make this program happen. He continued that the challenge is how to
afford the MH Co-Responder county-wide. Chief Phillippy commented that he echoes
Cori's comments. He indicated that this has been the most productive collaboration in
the County. This program is keeping members of the community and members of his
department safer. Dr. Sheri Morgan, from the Mental Health Association, said the
Mental Health Association has identified suicide hotspots in the county. She said the
most concentrated area of suicides is Montgomery Township where they had six
suicides out of 20 last year. This is a huge issue, and it takes an advocacy group to get
to the cause of this issue. Commissioner Thomas said the program t was awarded the
Justice and Public Safety Award from NACO. He continued that we are not the first to
have this program but we are unique to have such a successful program. He said we
have applied for a grant to expand the program to other areas in the county and Glenda
Helman, Director of Grants, was present and responded that the County will be notified
in September if we are awarded the grant. Commissioner Thomas said that our program
is known across the state and even the nation. Chairman Keller said that they are
receiving the award for everyone in this room. He also wanted to recognize Joanne
Cochran and Kelly Goshen from Keystone Health Center for their involvement. He is

looking forward to even greater things with this program. Chairman Keller explained
there are three proclamations the Board is being asked to approve today. They are for
Mental Health Month, Stepping Up Day of Action and Law Enforcement Week. He
wanted to inform law enforcement personnel that they are appreciated and how they go
out of their way to protect everyone in Franklin County.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the following proclamations: Proclamation #2018— 10 for the
purpose of proclaiming May 8, 2018 as Stepping Up Day of Action; Proclamation #2018
— 11 for the purpose of proclaiming May 13 - 19, 2018 as National Law Enforcement
Week; Proclamation #2018 — 12 for the purpose of proclaiming May 2018 as Mental
Health Month and that the attached proclamations be made a part of these minutes.
The Board reviewed information regarding Motorcycle Safety Awareness Month.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved Proclamation #2018 —09 for the purpose of proclaiming the month of May,
2018 as Motorcycle Safety Awareness Month and that the attached proclamation be
made a part of these minutes. The Board presented the proclamation on the square of
Chambersburg to members of the Keystone Chapter ABATE of PA.
There was no public comment.
The minutes of the May 1, 2018 and May 3, 2018 meetings were reviewed.
These will be decided upon on Thursday, May 10, 2018.
The Board reviewed Agreements, Contracts and Reports. Traci Kline, Area
Agency on Aging Director was present to provide more information on board action item
#2, AGING WELL agreement. The following item was approved today while the
remaining items will be approved Thursday, May 10, 2018.
The Board reviewed Courts matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the quote from Sage
Technologies to upgrade the Biamp Audio Series with new Biamp Tesira Series Audio
Processing for courtroom #4 at a cost of$10,461.00. The current audio process is 13
years old and the upgrade will bring courtroom #4 up to current technology and onto the
same platform as the recent upgrade in courtroom #1.
John Hart, Project Manager, informed the Board that he will provide to the Board
alternative facility planning options for the Administration Annex and Archives Facilities
located on Second Street next Thursday. He is currently working with the consultants to
bring a proposal to the Board and if it all comes together, he will present the Board with
various options but he wanted to make the press aware that the presentation will be
made next Thursday. He also informed the Board he is moving forward with the lease
agreement with the Grant Street Property that was discussed at last week's
Commissioners, meeting.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:56 a.m. this date for the
purpose to review Real Estate matters. No action will be required after the executive
session. The Board reconvened into regular session at 11:32 a.m.

LAW ENFORCEMENT APPRECIATION WEEK
MAY 13— 19,2018
WHEREAS, the health and safety of the citizens of Franklin County, Pennsylvania is
important to the happiness,prosperity and well-being of our Town's families and
community; and
WHEREAS, Franklin County, Pennsylvania is the proud home of six municipalities
departments and a state police barracks, with dedicated police officers and many retired police
officers who put their lives on the line to keep our community safe; and
WHEREAS, these officers stand as leaders and teachers, educating the
community about the importance of public safety; and
WHEREAS, the County of Franklin appreciates the extraordinary efforts
and sacrifices made by officers and their family members on a daily basis, in order to
protect our schools, workplaces, roadways, and homes; and
WHEREAS,National Law Enforcement Appreciation Week is an opportunity to
show our support for law enforcement;
NOW, THEREFORE, we, Franklin County Commissioners, do hereby recognize May 13-19
2018, as NATIONAL LAW ENFORCEMENT WEEK in our County of Franklin,
Pennsylvania, and call this observance to the attention of all our citizens.

Mental Health Month 2018
WHEREAS, mental health is essential to everyone's overall health and well-being; and
WHEREAS, all Americans experience times of difficulty and stress in their lives; and
WHEREAS, prevention is an effective way to reduce the burden of mental health conditions; and
WHEREAS,there is a strong research that diet, exercise, sleep, and stress management can help all
Americans protect their health and well-being; and
WHEREAS,mental health conditions are real and prevalent in our nation; and
WHEREAS, with effective treatment, those individuals with mental health conditions can recover
and lead full, productive lives; and
WHEREAS, each business, school, government agency, healthcare provider, organization and
citizen shares the burden of mental health problems and has a responsibility to promote mental
wellness and support prevention efforts.
THEREFORE, We, the Franklin County Commissioners, do hereby proclaim May 2018 as Mental
Health Month in Franklin County, Pennsylvania. As the Commissioners, we also call upon the
citizens, government agencies, public and private institutions, businesses and schools in Franklin
County to recommit our community to increasing awareness and understanding of mental health,the
steps our citizens can take to protect their mental health, and the need for appropriate and accessible
services for all people with mental health needs.
