HomeMy WebLinkAbout2018-05-10 Commissioner Minutes THURSDAY, MAY 10, 2018 The Franklin County Commissioners met Thursday, May 10, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to amend the agenda to include a lease agreement for property on Grant Street. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the May 1, 2018 and May 3, 2018 meetings. John Hart, Project Manager, was present to provide more information on the lease agreement for the Grant Street property. He explained that he proposes the county enter into a lease with B-developed, LLC for property on Grant Street which is the former Jennings property. He explained there will be 80 parking stalls and the building is 16,000 square feet with 10,500 square feet for storage and 5,500 square feet for office space. Outside counsel has reviewed the lease and approved to move forward. Mr. Hart explained further that next week staff is going to give other options for the Administrative Annex and Archives buildings and this lease gives us more options and a larger footprint. He said we can use this space for mock courtrooms and transition space during the construction phase. This is a good investment and will benefit the county. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and AGING WELL, PA, LLC for the Franklin County Area Agency on Aging to provide assessment services on behalf of AGING WELL for consumers requiring level of care determinations for MA funded programs. AGING WELL will pay FCAAA a single rate of$237.12 per functional eligibility determinations (FEDs) — PASRR-EV and Redeterminations. This agreement is for the term of July 1, 2018 through June 30, 2021. The Board reviewed Commissioners' Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the lease agreement between B.beveloped, LLC and the County of Franklin for a property known as Lot#2, 340 North Second Street, Chambersburg, PA consisting of 80 parking stalls, 5,491 SF of office space and 10,509 SF of storage space. Office space is rented at $10.00 per SF and storage space is rented at $5.00 per SF. This is a 10 year lease. The Board reviewed Early Intervention matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the annual Income and Expenditure Report to the Pennsylvania Department of Human Services for Fiscal Year 2016-2017 for Franklin/Fulton Early Intervention. Continued on page 2 The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Susquehanna Door Service to provide and install a rebuilt doromatic senior swing control for the main entrance door of the Administration Annex. This proposal is at a cost of$1,185.07 and is for the term of May 1, 2018 through June 30, 2018. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the original agreement (dated October 12, 2018) between the County of Franklin and Waynesboro Construction Co. Inc., for the construction of a metal barn on Franklin Farm Lane, to extend the completion date to June 20, 2018. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Government Software Services, Inc. for printing and postage for Tax Sale certified mailers with postage for a total cost of$16,450.00 with $15,825.00 to be paid up front for the postage. Request for quotes were completed with two responses. Government Software Services, Inc. was the lowest qualified quote received. In accordance with PA Acts 14, 67, 68 and 127 notifications, Aaron Coons notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment permit application being applied for property located in Fannett Township. The Board reviewed information regarding National Correctional Officers and Employees Week. Warden Bill Bechtold and several representatives of the Jail were present to receive the proclamation. The Warden thanked the Board for recognizing the staff at the Jail. He said he has a fantastic staff that are dedicated to the mission and whom consistently go above the call of duty. Commissioner Thomas said that Warden Bechtold is always talking about the staff he has and how proud he is of every single one of them. As Chair of the Prison Board he knows that corrections is not an easy job to do. There have been many changes in corrections and one example is there are more women at the Jail than ever before and more inmates with designated serious mental illness. It's a very challenging job and it takes a special person to do what they do. The Warden responded that they talk about when you think you've seen it all but then something new happens that they had never seen before. It's a constantly growing service and we couldn't do it without the great staff that we have. He continued that he would put our Franklin County staff against anyone in the nation based on what they do on a day to day basis. Chairman Keller said that on Tuesday the Board recognized partners in law enforcement and how they go in harm's way every day and not only do they have priorities of public safety to address but also trying to help folks get their lives back on track and getting them the help they need. He continued that the same can be said about the folks at the jail and how they are helping people at the worst time of their lives. The inmates look to the jail employees for guidance and help to get their lives back on track. The staff do put themselves at risk dealing with folks with medical issues and its challenging stuff and you can't be too careful. They do this every day and it is important that the Board put time on the agenda to recognize them. Commissioner Ziobrowski said that next Wednesday is the annual cookout held at the Jail to honor employees, which the Commissioners enjoy attending, and he is always impressed with Continued on page 3 the pride of the institution and in the work that they do. Commissioner Thomas added that the staff needs support and they have a great deal of respect for Warden Bechtold. He continued that there are jails held at a higher standard and we are ones that are at a higher standard and the services offered at the Franklin County Jail are top notch and one of the best in the country. Carrie Gray, County Administrator, said that to Commissioner Thomas's point on Monday the Department of Corrections (DOC) was at the jail to learn from staff and partners about the grant-funded Jail to Community Treatment Program: it's recognized as one of the top service providers. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved Proclamation #2018 — 13 for the purpose of proclaiming the week of May 13 to May 19, 2018 as National Correctional Officers and Employees Week, and that the attached proclamation be made a part of these minutes. Chairman Keller explained that a few weeks ago the Commissioners authorized the advertisement of an ordinance to enter into an intergovernmental agreement for the development and operation of a regional telecommunication system called the South Central Inter-County Communications Network (SCICNet) among Franklin, Dauphin and Adams counties. Mary Beth Shank, County Solicitor, John Thierwechter, Director of Emergency Services and Bryan Stevenson, 9-1-1 Coordinator, were present to provide more details. Ms. Shank said the Board authorized her to advertise the ordinance and it was advertised in the Record Herald newspaper on May 3, 2018. She is seeking approval of the ordinance today for the intergovernmental agreement that is between Franklin, Dauphin and Adams Counties. She explained that the agreement includes a charter that goes into great detail that has involved County Administration, DES staff and the other counties. Ms. Shank provided more details of the ordinance. Chairman Keller explained that when someone calls 911 in Franklin County they will still be talking to someone in the 911 center at Letterkenny. Franklin County staff are still answering calls. He continued that this whole initiative recognizes that all three counties involved have enough horsepower in their data centers, that one of the counties could take the equipment off-line and there would still be enough to run all three counties, especially if one system goes down another will pick up automatically and no one will know the difference. Mr. Thierwechter responded that he is correct, it's about radio and traffic and the radio system that is being upgraded, and there are no personnel changes and no console changes. Chairman Keller said that we are getting increased continuity as well as be savings. Commissioner Ziobrowski asked if there is potential to include other counties to our system since he saw a newspaper article where there was a system in Pennsylvania that has 13 entities on their system. Mr. Thierwechter responded affirmatively and explained that if we add more entities the savings will increase. Mr. Stevenson confirmed that with more entities coming to the plate this would provide more continuity and a larger cost savings but it would be difficult to include entities out of the state. Chairman Keller said there has been public notice for a couple weeks and there has been no feedback from the community and it has been communicated to the fire and rescue community. Ms. Shank asked for approval of Ordinance 2018-02. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved Ordinance#2 of 2018, to enter into an intergovernmental agreement for the development and operation of a regional SCICNet telecommunication system among Franklin, Dauphin and Adams counties. Ziobrowski Proclamation # 2018 13 Franklin County Correctional Officers and Employees Week May 13, to Saturday, May 19, 2018 WHEREAS, correctional officers and employees are trained Criminal Justice professionals dedicated to maintaining a safe and secure correctional facility and ensuring the public safety of the citizens of Franklin County; and WHEREAS, correctional officers and employees exemplify professionalism as they diligently manage offenders and maintain control in the Franklin County Jail. The staff rise to meet most any challenge and serve this honorable profession nobly and admirably; and WHEREAS,,correctional officers and employees work in very demanding and stressful conditions, face many challenges and put their lives at risk every day. This proclamation is meant to recognize the men and women who work in our jail and raise awareness of the duties, hazards, and sacrifices made by all correctional workers; and WHEREAS,:correctional officers and employees are some of the most resourceful, capable, committed, patient and persistent professionals in Franklin County's criminal justice system; and WHEREAS, correctional officers and employees provide work and other self- improvement opportunities to assist offenders in becoming law-abiding citizens by providing offenders with direction, hope and a new focus while preparing them for reentry and life outside of corrections, and Therefore, Be It Resolved, that the Board of Commissioners of Franklin County Pennsylvania declares the week of May 13 through May 19, 2018 to be Correctional Officers and Employees Week in Franklin County, in honor of the men and women whose diligence and professionalism keep our county and citizens safe.
