HomeMy WebLinkAbout2018-06-19 Commissioner Minutes TUESDAY, JUNE 19, 2018 The Franklin County Commissioners met Tuesday, June 19, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the June 12, 2018 and June 14, 2018 meetings were reviewed. These will be decided upon on Thursday, June 21, 2018. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked John Hart, Project Manager, to provide more information on board action item #2, agreement with Dennis E. Black Engineering. Mr. Hart explained that this contract is not to exceed $95,000.00 since the thought is to come in underneath that amount. He explained further that Carrie Gray, County Administrator, and Glenn Watson, from Dennis E. Black Engineering presented a consolidation plan to the Board last week. This agreement involves the lot consolidation, abandonment of properties and right of ways, along with the plan submission to the Borough which involves permits and civil engineering of the entire site. The items will be approved Thursday, June 21, 2018. The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the job description for the Processing/Scanner Clerk position in the Archives Department. Mary Beth Shank, County Solicitor, asked the Board to consider a Resolution to approve the use of tax-exempt financing for Menno Haven, Inc. Ms. Shank explained that Franklin County Industrial Development Authority is the conduit issuer of this tax exempt obligation. She said according to the Internal Revenue Code, a government unit must approve this project. The project at issue is construction of a skilled nursing center, two memory care houses, resident life center, up to 22 bedroom cottages, service center and the refunding of $38m of outstanding obligations issued by the FCIDA and the costs and expenses related thereto. She explained further that the properties are located at Menno Village on Scotland Avenue and Chambers Pointe campus on Philadelphia Avenue. She said there was a Tax Equity and Fiscal Responsibility (TEFRA) public hearing that was required by the Internal Revenue Code on Friday, June 15, 2018 and it was duly advertised in the Public Opinion newspaper. There were no public comments. This resolution does not obligate the county in terms of financing. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2018-05 to approve issuance of Tax Exempt Obligations as presented. Continued on page 2 The meeting was adjourned at 9:48 a.m. with a motion by Robert G.
