HomeMy WebLinkAbout2018-06-28 Commissioner Minutes THURSDAY, JUNE 28, 2018 The Franklin County Commissioners met Thursday, June 28, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced the addition of two board actions for the acquisition of property and a lease that was added to the board action listing. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the June 19, 2018 and June 21, 2018 meetings. The Board reviewed Aging matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract for pass through funding between the County of Franklin and Cumberland County to designate Cumberland County to coordinate services and activities for the Pennsylvania Link to Aging and Disability Resources, PA Link for the period of July 1, 2018 through June 30, 2019. Cumberland County will reimburse Franklin County for allowable expenses up to $21,660.00. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and WB Mason for approved vendor for routine office supplies and will also supply the 5 gallon bottles of water, as needed, and billed as delivered. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Overhead Door Co. of Harrisburg-York for the repair of the lubricate and adjust as needed. This proposal also includes removal of excess, release of springs, disassemble, disposal, installation of new custom manufactured counterbalance, adjustments, testing and remounting at a cost $4,643.78 for the period of June 12, 2018 through December 31, 2018. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Stanley Security to replace two Bosch Exterior PTZ Cameras that includes the pendant arm and 24 VAV wall plate at a cost of $5,180.00 for the period of June 12, 2018 through December 31, 2018. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the Chambersburg School District for the School- Based Probation program. The school district agrees to provide $41,139.28 for the services during the 2018-2019 school year. Franklin County will carry liability insurance for its employees and the program. Continued on page 2 The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the HIPAA Privacy and Security Policies and Procedures manual amendment #1 dated May 25, 2018 to add the Franklin County Veterans Affairs to the HIPAA Program structure as an internal supporting department. Veterans Affairs is working in coordination with Franklin/Fulton Drug and Alcohol concerning the Outreach program. The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2018 Exoneration of taxes on mobile homes that were abandoned, destroyed or moved out of the County. These same parcels will be exonerated for the 2018 County and County Library taxes in 2019 after the 2018 returns are processed by the Tax Claim Bureau. The Board reviewed Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding between the County of Franklin and South Central Community Action Program Inc. (SCCAP) to maintain and disburse emergency assistance funds for the benefit of veterans for the Operation REACH through the Department of Drug and Alcohol Programs (DDAP). This MOU is for the amount of $70,074.00 for the period of July 1, 2018 through June 30, 2019. This MOU is fully funded by the DDAP Veterans Treatment Services Initiative Grant. In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES permit application being applied by White Rock, Inc. for construction of single family residential homes located in Guilford Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, martin and martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection BWEW-GP-11 General permit application being applied by Montgomery Township Supervisors to replace an existing cast-in-place concrete box culvert with a reinforced concrete pipe on property located in Montgomery Township. John Hart, Project Manager was present to address the real estate matters that were added to the agenda. Mr. Hart explained this real estate transaction has been in negotiations for over a year in anticipation of the facility project. The real estate transaction is for 39 North Second Street which is the Dorsett Law Firm property. The th purchase price is $209,950 and the intent is to settle by September 30. This action th also involves a lease back to Ms. Dorsett effective September 30 for $1,000 a month and she will be responsible for paying all utilities and the day to day routine through September 2020. He recommends moving forward with purchase and lease of this property. Chairman Keller said they have been discussing this in executive session for several months. Commissioner Thomas said that this area is a major way out of our lot and even though nothing bad has happened, in his opinion this needs to happen due to safety. There is a building right up to the sidewalk and a car needs to pull way up in order to see to pull out. He appreciates Mr. Hart bringing this to fruition. Commissioner Ziobrowski said in terms of the facility project, this will help with the project. He said to let the records show discussions with Ms. Dorsett preceded consideration of the facilities project, as we purchased a number of properties on this block prior to considering the facilities project. Our aim was to allow future commissioners flexibility whether this facility project happened or not. He is pleased an agreement was reached with Ms. Dorsett. Chairman Keller asked for a motion to approve the sales agreement and lease agreement with Dorsett Law Firm. Continued on page 3 ffice matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Property Sales Agreement for the purchase of property located at 39 North Second Street, Chambersburg, PA for a purchase price of $209,950.00. The Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Property Lease Agreement for the lease of property located at 39 North Second Street, Chambersburg, PA. Tenant shall pay the County rent in the amount of $1,000.00 per month commencing after the sale of the property to the County of Franklin. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Human Resources Generalist-Employee Benefits position.
