HomeMy WebLinkAbout2018-07-12 Commissioner Minutes THURSDAY, JULY 12, 2018 The Franklin County Commissioners met Thursday, July 12, 2018, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Carrie Gray asked that the agenda be amended to include the addition of one action for a $100 Land Development Fee that is to be included with the voucher approval. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the July 3, 2018 and July 5, 2018 meetings. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Grant-In-Aid Continuing Program Application to the Pennsylvania Board of Probation and Parole for the State Offender Supervision Fund Agreement services, requesting an amount of $1,260,213.00 for fiscal year 2018-2019. This program is to help fund the Adult Probation Department. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of $124,560.00 to increase the budget for additional Aging Block Grant funds received during the January relinquishment/request period to cover increased consumer and operating costs. The Board reviewed Children & Youth matters. On a motion by Robert G. rd Ziobrowski, seconded by David S. Keller; unanimously approved the 3 quarter report to Pennsylvania Department of Human Services showing revenue and expenditures of Act 148 funding for January 1, 2018 through March 31, 2018. The total amount of the report is $3,020,543.00 for 2017/2018 fiscal year. The Board reviewed Day Reporting Center matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Maranatha Ministry, Inc. to provide room and board -entry Case Management Program for a total amount of $53,000.00 for the period of July 1, 2018 through June 30, 2019. The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of $63,000.00 to budget for the 2018 portion of the recently-awarded Intensive Re-entry Case Management Grant. This grant provides funding to continue the program, which ensures a re--of-life outcomes through collaborative supportive services. Continued on page 2 The Board reviewed CJAB/Grants matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Pyramid Healthcare to continue the Jail to Community Treatment Program which ended on April 24, 2018. In order to continue the program until a new solicitation is published and awarded, the Warden has agreed to utilize Act 198 funds in the interim. The amount of this agreement is a total of $25,000.00 for the period of April 25, 2018 through August 31, 2018. The Board reviewed CJAB/Grants Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Waynesboro Police Department for the County to pay the personnel costs for Crisis Intervention Team (CIT) training of three officers at a cost of $3,600.00 to be paid through the Mental Health Co-Responder grant. The Board reviewed Tax Claim Bureau matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to accept the bids that are on the repository sale list made by Robert Furry to purchase a 1963 Homette/Gibson located at 1874 Black Gap Road, Lot 2 for a bid amount of $100.00. This property was not purchased at the Judicial Sale. Repository sales are held on properties that are not purchased at the Judicial Sale. In accordance with PA Acts 14, 67, 68 and 127 notifications, Barton & Loguidice notified the County of a Pennsylvania Department of Environmental Protection water quality monitoring permit application being applied by Penn Cherry, LLC for redevelopment and use of the former Foremost Manufacture site located in Montgomery and Peters Townships. Tom Reardon, Executive Director of Franklin County Habitat for Humanity, and Duane Bock, Vice-President for Habitat for Humanity, were present to provide information to the Board on their program and the homes that they are currently building or rehabilitating. Mr. Reardon explained that their goal is to provide decent, affordable housing and this year they are slated to help three families in the Chambersburg area. Next year they will be working on homes in Fayetteville, Waynesboro and Greencastle. The meeting was adjourned at 9:52 a.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller.
