HomeMy WebLinkAbout2018-08-02 Commissioner Minutes THURSDAY, AUGUST 2, 2018 The Franklin County Commissioners met Thursday, August 2, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Commissioner Keller recognized the death of Bill Sheaffer who had been Court Administrator for 35 years. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the July 24, 2018 and July 26, 2018 meetings. for Franklin County Judicial Center Courtroom Mock-Ups. One bidder, GRC General Contractor, Inc., submitted a bid with a total bid price of $62,695.00. There were also several addendums included: Addendum #1 Deduct $3,947.00; Addendum #2 Add $1,154.00; and Addendum #3 No change. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to GRC General Contractor, Inc. contingent upon staff and solicitor review and approval. The Board reviewed On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Cooperation Agreement between Franklin County and Franklin County Redevelopment Authority pertaining to the Leg Up Farm Redevelopment Assistance Capital Program (RACP) project. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved a Supplemental Appropriation related to recording issuance of the 2018 General Obligation Bond. The transaction resulted in net proceeds of $55,000,000. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Request to Pennsylvania Commission on Crime and Delinquency (PCCD) and CCAP for a Technical Assistance and Training Grant in the amount of $600.00. Funds will be used to provide 30 training manuals for a Mental Health First Aid Training which will be conducted by Pat Cambri. The training course will be offered to Franklin County Jail Certified Treatment Specialists and the public. The Board reviewed Grants/District Attorney matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Amendment #1 to the contract dated July 6, 2017 between the County of Franklin and Cross & Crown for the Get Back Up Program website. This amendment will extend the contract period to December 31, 2018 and increase the maximum encumbrance by $2,000.00. All other terms and conditions of the original contract will remain in full force and effect. Continued on page 2 The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from KRONOS to provide software maintenance for the KRONOS timekeeping system at a cost of $16,843.65, for the period of October 26, 2018 through October 25, 2019. KRONOS time clocks provide Jail and Emergency Services employees the ability to clock in and out and to track hours worked. The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal quote from Adobe for use of Adobe Sign, which is used to create electronic signatures which are mostly commonly used for signing contracts, at a cost of $6,840.00 for the period of August 7, 2018 through August 6, 2019. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Housing Trust Fund (HTF) Grant Agreement between the County of Franklin and Habitat for Humanity of Franklin County to provide funds in the amount of $25,000.00 to be used towards the construction of homes along South Fourth Street in Chambersburg. This agreement is for the period of August 2, 2018 through December 31, 2019. The Board reviewed Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Keystone Rural Health Center to provide mental health and substance abuse services for the benefit of veterans participating in Drug and Alcohol Programs (DDAP). This agreement will be at a cost of $7,000.00, which is being covered by the DDAP Veterans Treatment Services Initiative grant. The term of the agreement will be for the period of July 1, 2018 through June 30, 2019. The Board reviewed additional Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Michael Flood, Counseling and Testing Services to provide assessment, counseling and therapy support services for the benefit of veterans Department of Drug and Alcohol Programs (DDAP). This agreement will be at a cost of $4,000.00, which is being covered by the DDAP Veterans Treatment Services Initiative grant. The term of the agreement will be for the period of July 1, 2018 through June 30, 2019. The Board reviewed additional Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and PA Counseling, Inc. to provide counseling and therapy support services for the benefit of veterans participating in Operation REACH, a e through the Department of Drug and Alcohol Programs (DDAP). This agreement will be at a cost of $10,000.00, which is being covered by the DDAP Veterans Treatment Services Initiative grant. The term of the agreement will be for the period of July 1, 2018 through June 30, 2019. The Board reviewed additional Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the Grant agreement between the County of Franklin and the Commonwealth of PA, Department of Military and Veterans Affairs (dated May 22, 2018) for Operation Save-A- Vet/Save-A-Pet to increase the grant amount by $6,417.00, for a total grant amount of $20,000.00. All other terms and conditions of the original contract will remain in full force and effect. Continued on page 3 In accordance with PA Acts 14, 67, 68 and 127 notifications, Shelly, Witter & Fox notified the County of a Pennsylvania Department of Environmental Protection NPDES permit application being applied by Richard & Cheryl Holloway for construction of a single family dwelling, pole shed and horse barn located in Greencastle, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, Franklin County Conservation District notified the County of a Pennsylvania Department of for installing subsurface drainage in a cropped farm filed to drain a wet spot located in Fannett Township. The Board met with Tiffany Bloyer, Human Resources Director and the Chief Deputy Controller Etta Rotz for Salary Board matters. Also in attendance was Stacie Horvath, Human Services Administrator; April Brown, Drug & Alcohol Administrator; and Ashley Yinger, Mental Health/Intellectual and Developmental Disabilities/Early Intervention Administrator. The Board reviewed Personnel matters. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved the job description of Deputy Administrator - MH/IDD/EI. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:00 a.m. this date for the purpose to discuss a personnel matter. No action will be required after this executive session. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:25 a.m. this date for the purpose to review real estate matters. No action will be required after this executive session.
