HomeMy WebLinkAbout2018-08-16 Commissioner Minutes THURSDAY, AUGUST 16, 2018 The Franklin County Commissioners met Thursday, August 16, 2018, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Carrie Gray, County Administrator, asked to include an additional board action on the agenda today. The Board met on Tuesday during an executive session to discuss pending litigation and this action involves a resolution of the pending litigation discussed at that time. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert L. Thomas; unanimously approved the minutes of the August 9, 2018 meeting. Mary Beth Shank, County Solicitor, asked for approval of a settlement agreement and mutual release that was discussed during the executive session on Tuesday. There is a confidentiality clause so she is asking for approval based on the discussion and having Chairman Keller sign the agreement on behalf of the county. On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the settlement agreement. The Board recognized Tom Cook, Telecommunicator in the Department of Emergency Services, for receiving the Clinical Save Award from the Emergency Health Services Federation. John Thierwechter, Director of Emergency Services, explained that on May 24, 2018, Mr. Cook received a call that an elderly gentleman was not breathing. Mr. Cook provided CPR instructions to the individuals at the scene. His action and actions of those at the scene, who did not have CPR training, resulted in the award. Tom Cook said he gives credit to his whole shift as they all work as a team. He Trainer, said that they rarely close the loop on the outcome of a call but this family did let them know that the individual survived. Commissioner Thomas said that it takes a team and they have a wonderful team at DES under the direction of Mr. Thierwechter. Teresa Beckner, Fiscal Director, met with the Board to review the 2018 expense and revenue budget performance through June, 2018. Ms. Beckner advised that some areas exceeded 50% of their expense budget. She reported that Human Services departments are still making adjustments since their fiscal year is July-June. These are the same items and departments she has mentioned in prior months. She also reminded the Board that the county makes an upfront contribution to participating reflect a variance for the early months of the year until the impact of the contribution is mitigated. Ms. Beckner explained there were also capital purchases, seasonal expenses, equipment maintenance, and association fees, but at this time she expects them to balance out over the remainder of the year. For Children and Youth Services, Early Intervention and Risk Management, the variance is due to increased activity or Continued on page 2 address budget adjustments as necessary. She said general fund expenses are at 46% of budgeted expenses through June. That compares to 46.4% through June 2017. Ms. Beckner said revenues are 79.2% collected of general fund revenue budget, same percentage as June of last year. Ms. Beckner reported that the largest share of the billed for 2018 amounted to over $38.8 million. For 2018, one mill of taxes assessed brings in $1,464,665, an increase of 0.9%, or $12,538, over 2017. For the 5-year period 2013 through 2017, the average annual growth rate of a mill was 1.2%. Through June, we collected about $36 million, 89% of what was billed. That is the same percentage as last year through June, and compares to a 5-year average of 88.1%. Ms. Beckner also reported that she and her staff are preparing for the 2019 budget and she expects to release the budget packets in next couple weeks.
