HomeMy WebLinkAbout2018-08-23 Commissioner Minutes THURSDAY, AUGUST 23, 2018 The Franklin County Commissioners met Thursday, August 23, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by David S. Keller; approved the minutes of the August 14, 2018 and August 16, 2018 meeting. Commissioner Ziobrowski abstained from voting due to his absence last week. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant-In-Aid Continuing Program Application to the Pennsylvania Board of Probation and Parole for the State Offender Supervision Fund Agreement services for fiscal year 2018-2019. This program is to help fund Adult Probation salaries. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Porters Carpet and Furniture for purchase and installation of carpet at the Grant Street Property for a total cost of $12,469.00. Request for proposals were sent to five vendors with three responses. Porters Carpet was the lowest proposal received. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Letter of Agreement from Allan Collautt Associates, Inc. to perform an Information Technology Risk Analysis at a cost of $39,200.00, with additional costs for travel expenses. This is a HIPAA requirement and was identified as a need during the HIPAA audit conducted by Eckert Seamans. The analysis will address personal health information held by the county, evaluate security measures currently in place and document threats and vulnerabilities.
