HomeMy WebLinkAbout2018-10-11 Commissioner Minutes THURSDAY, OCTOBER 11, 2018 The Franklin County Commissioners met Thursday, October 11, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the October 2, 2018 and October 4, 2018 meeting. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Keystone Ford to purchase a 15 passenger van to be used to transport work-release inmates to and from work at a cost of $29,995.00. The current van has over 200,000 miles. The purchase will be funded by 50% of Franklin County Court Act 35 funds. Quotes were requested with four responses. This quote is the lowest qualified quote. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Tri-Star Ford of Tyrone to purchase an SUV at a cost of $29,697.00. The current vehicle has over 200,000 miles. The vehicle is a police utility model that will allow for future uplifting for caging to be used as a dedicated transport vehicle for prisoner transports. The purchase will be funded by 50% of Franklin County Court Act 35 funds. Quotes were requested with two responses. This quote is the lowest qualified quote. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and John Boozer D/B/A Franklin Advisory to provide professional design, construction administrative consultant services, drawings and specification reviews and onsite construction management for the courthouse facility project at a cost of $16,800 per month for the architectural design and construction phases of the project. The agreement provides for the execution of amendment(s) for any modifications to project cost once the project advances to the construction management phase. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Memorandum of Understanding (MOU) between the County of Franklin, Summit Health, Keystone Health, Greater Chambersburg Chamber of Commerce, Franklin County Area Development Corporation and the United Way of Franklin County to maintain the Healthy Franklin County website. Franklin County will cover 20% of the cost, for the period of July 1, 2018 through June 30, 2020. The Board reviewed Early Intervention matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the annual Income and Expenditure Report to the Pennsylvania Department of Human Services/Bureau of Financial Operations for Fiscal Year 2017-18 for Franklin/Fulton Early Intervention. Continued on page 2 The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between the County of Franklin and Pennsylvania Emergency Management Agency in the amount of $39,925.00, for the Emergency Management Performance Grant (EMPG), for the period of October 1, 2017 through September 30, 2018. This will reimburse up to 50% of salary and benefits for the EMA Coordinator. The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Pass-Through Agreement between the County of Franklin and Women In Need (WIN) to allow Women In Need to pass Federal grant funds to the County. STOP Violence Against Women funds will be used by the County to fund a portion of an assistant district attorney to prosecute crimes related to stalking and domestic violence This grant is in the amount of $75,000.00, for the period of January 1, 2019 through December 31, 2020. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant application to Pennsylvania Commission on Crime and Delinquency (PCCD) for the Franklin County investigations, supporting the service provision of forensic interviews and developing and implementing policies and procedures in accordance with NCA national standards. Grant term is January 1, 2019 through June 30, 2020, in the amount of $64,650.00. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Chambersburg Waste Paper Company, Inc. to collect trash and recycling from various county buildings at a cost of $7,095.00 for the period of January 1, 2019 through December 31, 2021. Requests for quotes were requested with two responses, and Chambersburg Waste Paper Company was the lowest qualified quote. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from RA Hill to provide excess snow removal at the Courthouse Complex, Franklin Farm Lane and the Administrative Annex, on an as needed basis, at an estimated cost of $3,500.00, for the period of January 1, 2019 through December 31, 2019. Daily rates and premium rates are based on the type of equipment used for the specific job. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Thyssenkrupp Elevator Corporation to provide monthly preventative maintenance for all county owned elevators and related equipment at a cost of $5,677.44, for the period of January 1, 2019 through December 31, 2019. Request for quotes were requested with two responses, and Thyssenkrupp was the lowest qualified quote. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Vertiv Corporation to provide semi- annual preventative maintenance on the Emergency Services UPS and battery cabinet at a cost of $16,736.00, for the period of January 1, 2019 through December 31, 2019. Ziobrowski; unanimously approved the quote from the IRIS Companies for software and hardware to improve the license to carry firearms program by using a non-laminated card that is easily printed and is tamper resistant for a cost of come from the Records Improvement Fund. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised position description for the Magisterial District Judge Secretary I position. Jeff Conner, Coroner, was present for a 2019 budget hearing. Mr. Conner is requesting additional funds for his case management system for which he has had to switch companies. It is still a widely accepted case management system and the new system is better than before. Mr. Conner is also requesting to fill a part-time position that has not been filled and to request an additional part-time position. These requests will not change his budget. He explained that he has been the one to respond in the middle of the night which has saved the county a lot of money but he is now rotating -call. He is requesting to restore $10,000 to his budget for the positions. He continued that when his office completes transports for Adams County there is revenue from Adams to offset some of the expense. Mr. Conner explained that his office handles 150-170 investigations a year plus 400+ cremation approvals and 90% of ambulances call him when there is a death. Steve Nevada, Assistant County Administrator, explained that the Department of Environmental Protection (DEP) has a Mosquito Borne Illness Grant that is passed through to the County. Penn State University has handled the program in the past. Penn State has indicated they are no longer going to continue the program so he researched ways to contract for the service party. He also explored having neighboring countries and conservation districts, as well as Franklin County Conservation District, perform the work but the only viable option at this time is for the County to handle the program. The overall budget he looked at is $73,000 to cover the part time position, startup costs and supplies for the program. Commissioner Thomas commented that it will be difficult to find someone to fill a part- time position since Penn State did it by sharing the position with other duties. His thoughts are to get a full-time person and serve a critical need in our community that would be rather unique, he noted that the county has had 8 cases of West Nile this year and that is a tick borne illness. Commissioner Thomas continued that the individual could provide education about Lyme disease This would be very beneficial since there are so many people that have the disease in Franklin County. Chairman Keller said that $70,000 would come from general fund dollars. Mr. Nevada responded that all of it would be covered by the DEP grant but it will not cover a full-time position. He suggested partnering with another organization like the hospital or the Department of Health and see if they have funds to help or look for a grant. He added that it is a natural fit, that disease education at the same time. He also suggested testing ticks by trapping them in areas where sampling mosquitoes for West Nile at the same time. Commissioner Ziobrowski asked if we could find someone with knowledge in mosquitoes and ticks and asked what the salary is for a full-time position. Mr. Nevada responded that it could be $60,000 if we get someone with enough experience. The County would have to pick up $30,000 but we can look for grants. Commissioner Ziobrowski said he has no problem using Marcellus Shale money for this and he thinks we can do it without taking money Continued on page 4 ner Ziobrowski asked if the $70,000 will continue each year and Mr. Nevada responded that DEP is committed to funding it barring any legislation changes. Chairman Keller summarized the discussion saying that the Board is receptive to the idea of taking on the program and looking at a full-time position and incorporate raising awareness of both diseases. The meeting was adjourned at 10:05 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. Carrie E.
