THURSDAY, NOVEMBER 8, 2018
The Franklin County Commissioners met Thursday, November 8, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 23, 2018, October 30, 2018 and
November 1, 2018 meetings.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for further explanation on board action item #7, quote from Morefield
Communications. Kurt Hoffieditz, CIO, explained that switches are on a replacement
cycle, like computers, and those at the Human Services Building will be replaced this
year.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved a bid from K&C
Communications for the purchase of three portable radios at a cost of $12,108.48. The
radios will be used by probation officers to check in with county communications while in
the field. The radios are equipped with GPS identifiers so officers can signal an
emergency. This purchase will be funded with 17% of Franklin County Court Act 35
funds.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the lease
agreement between the County of Franklin and Letterkenny Industrial Development
Authority (LIDA) to lease Building 419S for storage of Emergency Services vehicles at a
cost of $0 per month from September 1, 2018 through December 31, 2018. Beginning
January 1, 2019, the cost will be $1,000.00 per month.
The Board reviewed Court Administration matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Keyser Consulting Group for the purchase of a Polycom video conferencing unit at a
cost of $10,519.60. Cost of the purchase will be reimbursed by AOPC grant funds.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Budget Revision to PA
Department of Community and Economic Development (DCED) for the Emergency
Solutions Grant to move $13,000.00 within the rapid rehousing component from services
rent for families moving from shelter to rental housing. SCCAP is also requesting
permission to move $258.00 from admin to HMIS to cover the cost of data input for the
remainder of the grant contract period through June 30, 2019.

The Board reviewed additional Grants/CJAB matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the agreement between the County of Franklin and Keystone Rural Health Center (dated
April 25, 2018) to provide services for the Jail to Community Treatment Program to
extend the contract through October 31, 2018. All other terms and conditions of the
original contract will remain in full force and effect.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the agreement between the County of Franklin and Pyramid Healthcare (dated April 25,
2018) to provide services for the Jail to Community Treatment Program to extend the
contract through October 31, 2018. All other terms and conditions of the original
contract will remain in full force and effect.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Morefield Communications to replace and upgrade networking equipment at the Human
Services building and to add network capacity at Emergency Services at a cost of
$47,823.10.
The Board reviewed Information Technology/DES matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote

system for a cost of $56,800.00, for the period of December 31, 2018 through December
31, 2019. Firewalls provide security to protect against data breaches, VPN access, web
and application filtering and intrusion detection/prevention.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and the County of Butler to house adult male and female offenders (over the
age of 18) at a cost of $60.00 per inmate per day, for the period of January 1, 2019
through December 31, 2019. All medical and transportation costs are the responsibility
of Franklin County. This facility is PREA certified and abides by all PA Title 37
regulations.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
treatment maintenance at the Greencastle Senior Center at a cost of $1,451.95 for the
period of January 1, 2019 through December 31, 2019.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Schaedler Yesco Distribution for 50KVA UPS Battery replacements for building 426
at a cost of $7,906.52. Requests for quotes were sent to three vendors, this was the
lowest qualified quote received.
The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept bids on
the repository sale list made by Stuart B. Pugh for a bid amount of $110.00, Jerry Wadel
for a bid amount of $100.00 and Betty Rourke for a bid amount of $300.00 to purchase
properties which were not purchased at the Judicial Sale. Repository sales are held on
properties that are not purchased at the Judicial Sale.

In accordance with PA Acts 14, 67, 68 and 127 notifications, DHR Inc. notified
the County of a Pennsylvania Department of Environmental Protection NPDES permit
application being applied by UGI Utilities, Inc. to perform corrosion maintenance for
aerial crossings, located in Greene and Washington Townships.
The Board conducted a bid opening for Franklin County Judicial Center
Construction Fence. The following bidders submitted a bid: Chamberlin & Wingert
Sanitary Services from Shippensburg, PA bid an amount of $20,100.00 for the 6 foot
high fence and no bid on a 8 foot high fence; Long Fence from Ijmasville, MD bid
$20,975.00 for an 8 foot high fence and $19,650.00 for a 6 foot high fence. On a motion
by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to
forward the bids received to the Project Manager and the County Solicitor for their
review. The Board will award or reject the bids on Tuesday, November 13, 2018 at 9:40
a.m.
The meeting was adjourned at 9:49 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
