HomeMy WebLinkAbout2018-11-15 Commissioner Minutes THURSDAY, NOVEMBER 15, 2018 The Franklin County Commissioners met Thursday, November 15, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the November 8, 2018 meeting. The Board reviewed CommissionersOn a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement between the County of Franklin and Derwood Martin DBA Clearview Farm, for lease of land for agriculture purposes on Franklin Farm Lane for a lease amount of $1,470.00 per month, payable to the County on the first of each month, for the period of January 1, 2019 through December 31, 2021. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Geo-Comm, Inc. to provide software support. The software from GeoComm provides tools that will help keep the GIS (geographic information system, or mapping) and 911 MSAG (master street index guide) in line going forward to assist in the transition more easily into the NG911 (Next Generation 911) upgrade requirements. It will also improve the turnaround time when municipalities request assistance assigning addresses. This service is at a cost of $1,900.00 for the period of January 1, 2019 through December 31, 2019. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the agreement between the County of Franklin and Keystone Rural Health Center (dated April 25, 2018) to provide services for the Jail to Community Treatment Program to extend the contract through November 30, 2018. All other terms and conditions of the original contract will remain in full force and effect. In accordance with PA Acts 14, 67, 68 and 127 notifications, Michael Baker International notified the County of a Section 404 Pennsylvania State Programmatic General Permit-5 and Chapter 105 Replacement of Obstructions/Encroachment Permit Application being applied by Pennsylvania Department of Transportation to replace a single-span, reinforced concrete slab structure reinforced abutments on property located in the Quincy Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, United States Department of the Interior notified the County of a Pennsylvania Department of Environmental Protection Fish Habitat Enhancement General Permit-1 and Bank Stabilization General Permit-3 application being applied for installation of log vanes, bankfull benches, rock vanes, and a mudsill to restore the creek located at Lurgan Lions Club Property in Lurgan Township. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Shelly, Witter & Fox notified the County of a Pennsylvania Department of Environmental Protection NPDES permit application being applied by Antrim Township Municipal Authority for construction of a waterline extension for discharges of stormwater associated with construction activity on property located in Antrim Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, BlueMountain Environmental Management Corporation notified the County of a Pennsylvania Department of Environmental Protection State Only Operating Permit Renewal application being applied by Fayetteville Contractors, Inc. for operation of air emission sources associated with asphalt manufacturing on property located in Greencastle, PA. In accordance with PA Acts 14, 67, 68 and 127 notifications, HRG Engineering & Related Services notified the County of a Pennsylvania Department of Environmental Protection General Permit GP11 permit application being applied for Falling Spring Branch Obstruction Removal on property located in the Borough of Chambersburg. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:42 a.m. this date for the purpose to review real estate matters. No action was required after the executive session. The Board reconvened into regular session at 10:25 a.m. The meeting was adjourned at 10:26 a.m. with a motion by Robert L.
