HomeMy WebLinkAbout2018-12-13 Elected Officials Salary Meeting MinutesTHURSDAY, DECEMBER 13, 2018 The Franklin County Commissioners met Thursday, December 13, 2018, at 6:00 p.m. with the following members present: David S. Keller, Robert L. Thomas, and Robert G. Ziobrowski. The meeting was held in the Commissioners' Meeting Room and was advertised in the Public Opinion on Thursday, November 29, 2018. Chairman Keller presided and after calling the meeting to order, proceeded with the business of the day. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the following: RESOLUTION #2018 - 14 WHEREAS, The County Commissioners by P.L. 246, No. 82, Section 2 of November 1, 1979, amended December 18, 1984 by P.L. 1067, No. 212, Section 1, are vested with the responsibility of fixing the salaries of all county offices governed by the provisions of said Act, and WHEREAS, on December 15, 2016 the last adjustment granted to said County Officers was set to become effective January 1, 2021, and WHEREAS, pursuant to the said Act the County Commissioners are prohibited from fixing salaries in the calendar year in which they are elected and pursuant to the constitution of the Commonwealth of Pennsylvania enacted salary adjustments are not permitted for county officers elected or appointed prior to the fixing of salary adjustments. NOW, THEREFORE, BE IT RESOLVED THAT: 1. The base salaries for all county officers permitted to be fixed under Public Law 246 of 1979 shall be set as follows: 2021 base salaries for all said county officers shall be adjusted based upon the percentage of positive change of the Consumer Price Index (CPI -U from November 2020 to November 2021, effective January 1, 2022; 2022 base salaries for all said county officers shall be adjusted based upon the percentage of positive change of the Consumer Price Index (CPI -U) from November 2021 to November 2022, effective January 1, 2023; 2. Base salary adjustments shall not apply to any officer holding office on the date of adoption of the resolution by virtue of an election or appointment to that office which, occurred prior to the adoption of this resolution prohibited by the Constitution of the Commonwealth of Pennsylvania. 3. The additional salary for officers holding multi -offices shall not adjust unless otherwise provided by law. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the following: RESOLUTION #2018-15 RESOLUTION OF THE FRANKLIN COUNTY COMMISSIONERS FIXING THE RATE OF COMPENSATION FOR THE OFFICE OF ELECTED TAX COLLECTORS IN AND FOR THE COUNTY OF FRANKLIN EFFECTIVE FOR THE ENSUING TERM(S). WHEREAS, under the provisions of the Local Tax Collection Code, 72 P.S. 5511.36 (a), any increase or reduction in the compensation paid for the office of appointed/elected tax collector must be made by a resolution finally passed or adopted prior to the fifteenth (15th) day of February of the year of the Municipal Election for said office of tax collector; and Continued on page 2 WHEREAS, the next Municipal Election for the office of elected tax collector will occur during the year 2019. NOW, THEREFORE, be it resolved by the Franklin County Commissioners and it is hereby resolved by authority of the same as follows: In accordance with the provisions of the Local Tax Collection Code, Act of 1945, P.L. 1050, Section 36a, as amended (72 P.S. 5511.36(a)), per bill compensation for the appointed/elected tax collectors for the County of Franklin for the next ensuing term commencing subsequent to the date hereof and for each term thereafter until further amended. The per bill fee shall be adjusted based upon the percentage of positive change of the Consumer Price Index (CPI -U), from November 2020 to November 2021, effective January 1, 2022; the per bill fee shall be adjusted based upon the percentage of positive change of the Consumer Price Index (CPI -U from November 2021 to November 2022, effective January 1, 2023; the per bill fee shall be adjusted based upon the percentage of positive change of the Consumer Price Index (CPI -U), from November 2022 to November 2023, effective January 1, 2024; and the per bill fee shall be adjusted based upon the percentage of positive change of the Consumer Price Index (CPI-U),from November 2023 to November 2024, effective January 1, 2025.
