HomeMy WebLinkAbout2018-12-20 Commissioner Minutes THURSDAY, DECEMBER 20, 2018 The Franklin County Commissioners met Thursday, December 20, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 11, 2018 and December 13, 2018 meeting. Tiffany Bloyer, Human Resources Director and members of the Special Thanks and Recognition Committee (STAR) were present to honor the Employee of the Month for December. Ms. Misty Weaver has been employed with the Franklin County Children and Youth Services since February, 2012. She serves as a Caseworker III. The selection for the December 2018 Employee of the Month was determined by the STAR Committee. There were a total of 32 nominations. The STAR nomination form asks what recent event or assisted with audit as well as maintaining her own caseload. During a time when the Adolescent and Truancy Prevention Unit was down a worker, Misty stepped up to the plate to assist in covering cases. She is helpful not only to the Adolescent and Truancy Prevention staff but also to others outside the unit. She even assists with scheduling r since I started in this position a year ago. She always lends a helping hand when it comes to anyone in the Agency needing help. She has helped me with very challenging cases while maintaining her own challenging caseload. She is always eager to be there peers. The nomination forms described her as knowledgeable when it comes to the Child Welfare field. She has worked in many areas of Children and Youth including Intake, Ongoing, and Adolescent and Truancy Prevention Units. She understands the needs of her clients, possesses a positive attitude despite a challenging workload, and is a go-getter. Misty is always willing to help her co-workers in the unit and anyone else in the Agency who needs help; she continues to go above and beyond for her clients and co- Ms. Misty Weaver as she exudes a high standard of customer service, excellence, and respect to the employees and residents of Franklin County. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Corrections Development, Inc. to provide the case management system and transition from UCM at a cost of directly. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the amendment #1 to the Products and Services Agreement between the County of Franklin and CenturyLink signed in May 2018 to provide ISDN (Integrated Services Digital Network)/PRI (Primary Rate Interface)Services. The 911 Courthouse Annex, Back-Up Center for a one-time fee of $125.00. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Fiscal/Liquid Fuels matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the applications to encumber Liquid Fuels Tax Funds to the Pennsylvania Department of Transportation for the following bridges in Franklin County: Bridge 60 Increase to $250,000.00 Bridge 55- decrease to $800,000.00 Bridge 130 decrease to $195,575.00 The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Penn State University to provide two days of basic level Excel training for county staff on December thth 10 and 17, 2018 at a cost of $2,148.00. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Rhodes Grove to rent the facility for Human Services Training Days on April 17, 2019. Rhodes Grove will provide room setup, presentation equipment, and meals for up to 150 people, for a total cost of $3,600.00. Any meals above the 150 will be provided at an additional cost of $24.00 per person. All expenses are paid by the Human Services Block Grant. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from K-C Communications, Inc. for the purchase of 20 radios for staff throughout the Jail that currently do not carry radios for a cost of $29,159.52. Request for quotes were received with three responses. This was the lowest qualified quote. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Cleveland Brothers Equipment Company, Inc. to provide 2019 semi-annual preventative maintenance and inspection for Emergency Services, Courthouse and the tower sites at This proposal is at a cost of $5,555.00 for the period of January 1, 2019 through December 31, 2019. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and American Red Cross to support the health and safety education of the Franklin County workforce through the American Red Cross through training, which includes departments who require certification. Training includes first aid, CPR, and AED training. This agreement is at a cost of $28.00 per certification for the period of January 1, 2019 through rust fund. The Board reviewed Sheriff Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Clinton T. Barkdoll to provide contract attorney services at a cost of $15,798.00, for the period of January 1, 2019 through December 31, 2019. The Board reviewed Solicitor/Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Andrew J. Benchoff, Esquire to serve as conflict counsel for legal matters pertaining to the Franklin County Tax Office and the Board of Assessment and Revision of Taxes that the County Solicitor cannot handle due to a conflict of interest and/or that are referred to him by the County Solicitor. This agreement is at a cost of $155.00 per hour. The Board reviewed matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Stanley J. Kerlin, Esquire to serve as conflict counsel for legal matters that the County Solicitor and Solicitor for the Board of Assessment and Revision of Taxes cannot handle due to a conflict of interest.
