HomeMy WebLinkAbout2018-12-27 Commissioner Minutes THURSDAY, DECEMBER 27, 2018 The Franklin County Commissioners met Thursday, December 27, 2018, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked approval of the agenda to include a brief executive session to discuss real estate matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 18, 2018 and December 20, 2018 meetings. The Board reviewed Planning matters. Commissioner Thomas asked for more information on Resolution 2018-16, Fair Housing Resolution. Phil Tarquino, Planning Director, explained that this resolution is a requirement since the County receives or is a pass through of Federal funds from U.S. Department of Housing and Urban Development. He continued that the County is required to pass this resolution every year to ensure the County implements programs to guarantee equal opportunity in housing for all persons. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution No. 2018-16, Fair Housing Resolution. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the purchase of a 15 passenger van from Tri Star Auto Group for an amount of $30,129.00, for the transportation of work-release inmates from the Jail to job sites. The Courts will be paying half of the price using Act 35 funds. Inmates are charged for each ride that is reimbursed to the County Treasurer fund. Request for Quotes were requested with six responses and this was the lowest qualified quote. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and David C. Wertime, Esquire to provide contract attorney services at a cost of $4,984.00, for the period of January 1, 2019 through December 31, 2019. The Board reviewed Controller Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and David C. Cleaver, Esquire to provide contract attorney services at a cost of $13,493.40, for the period of January 1, 2019 through December 31, 2019. The Board reviewed Court Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Josephina C. Souders to provide English-Spanish interpreter and translator services for the Franklin County Court System at a rate of $45.00 per hour, for a minimum of 16 hours per week, and services over 16 hours will incur a rate of $50.00 per hour. For 17 + hours/week the rate will be $50.00 per hour up Continued on page 2 to a maximum of $300.00. This agreement is for the period of January 1, 2019 through December 31, 2019. Ms. Souders is an Administrative Offices of Pennsylvania Courts (AOPC) certified translator. Each county is required to utilize an AOPC certified translator during formal court proceedings. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between the County of Franklin and the Pennsylvania Emergency Management Agency (PEMA) for the 2018/2019 Hazardous Material Emergency Preparedness (HMEP) Grant Program in the amount of $17,304.41, for the period of July 1, 2018 through June 30, 2019. The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the original Pass Through Agreement (dated February 22, 2018) between the County of m income earned by Over the Rainbow, which is a requirement of the PA Commission on Crime and Delinquency (PCCD). All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Fiscal/Hotel Tax matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to increase the budgeted expenses and revenues to account for higher than budgeted collection of 2018 Hotel Taxes and provide sufficient funds for payment of the appropriate revenue share to the Franklin County Visitors Bureau. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Gaudenzia Inc. to provide case management services to participants of the Good Wolf Treatment court at a cost not to exceed $59,550.00, for the period of November 1, 2018 through June 30, 2019. Cost will be covered by the PA Commission on Crime and Delinquency (PCCD) 2018 Drug Court Initiative Grant. The Board reviewed additional Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification Request to PA Commission of Crime and Delinquency (PCCD) for the 2017 NCA Member Child Advocacy Center Grant to shift funding from travel to operating expenses; which will also cover contracted ITS services, installation and technical support for a new camera system and professional liability insurance for the Forensic Interviewer. The Board reviewed additional Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment #4 to the agreement between the County of Franklin and Pyramid Healthcare (dated April 25, 2018), which provide services for the Jail to Community Treatment Program, to extend the contract term through December 31, 2018. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreements between the County of Franklin and State Constables Christopher Emory, Craig Leisher, Michael Northcraft, and Shannon Strizziere to handle approved transports for the Franklin County Jail at a cost of $30.00 for the first hour plus $3.25 each additional quarter hour plus standard mileage, for the period of January 1, 2019 through December 31, 2019. Constables are required to follow State, Local and Franklin County rules, regulations and policies. Continued on page 3 The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the $10,000.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, airs, for the period of December 27, 2018 through December 31, 2019. The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Greencastle Area Youth Foundation to award $14,000.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, Line Train Station and provide educational displays, for the period of December 27, 2018 through December 31, 2019. The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2018 Exoneration of taxes on mobile homes that were abandoned, destroyed or moved out of the County. These same parcels will be exonerated for the 2018 County and County Library taxes in 2019 after the 2018 returns are processed by the Tax Claim Bureau. The Board reviewed Treasurer matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Clinton Barkdoll, Esquire to provide contract attorney services at a cost of $1,828.00, for the period of January 1, 2019 through December 31, 2019. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:46 a.m. this date for the purpose to review real estate matters. No action was required after the executive session. The Board reconvened into regular session at 10:14 a.m. The meeting was adjourned at 10:15 a.m. with a motion by Robert L.
