HomeMy WebLinkAbout2019-01-10 Commissioner MinutesTH U RSDAY, JAN UARY 10, 2019 The Franklin County Commissioners met Thursday, January 10, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the minutes of the January 3, 2019 meeting. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the report to Pennsylvania Department of Human Services showing revenues and expenditures of Act 148 funding for July 1, 2018 through September 30, 2018. The total amount of the report is $2,847,737.00 for 2018/2019 fiscal year. The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the lease agreement between the County of Franklin and Jeffrey and Phoebe Conner for the lease of office space, to conduct Coroner business at 1497 Loudon Road in Chambersburg at a cost of $300.00 per month, for the period of January 1, 2019 through December 31, 2019. The Board reviewed Human Services Administration matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the updated contract listing for all contracts and addendums for 2018 for Human Service Administration. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Gannett/USA/Public Opinion Newspapers to provide local newspaper publications for inmate news and reading materials at a cost of $2,340.00 per year, for the period of January 1, 2019 through December 31, 2022. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement between the County of Franklin and The Borough of Waynesboro to award $87,824.00 from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the Marcellus Shale funds. Grant funds will be used for Renfrew trail system improvements, for the period of January 10, 2019 through December 31, 2019. The Coroner was to be present to discuss an increase in the Coroner fee schedule but was unable to attend. This will be rescheduled at a later date.
