The Franklin County Commissioners met Tuesday, January 29, 2019, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the January 22, 2019 and January 24, 2019 meetings were
reviewed. These will be decided upon on Thursday, January 31, 2019.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, explained board action item #1 application for additional funds from the
RACP grant is another round of funding to be used for the court facility project.
Chairman Keller asked for more explanation on board action item #9, quote from
General Code for 5 additional Laserfiche licenses for Children & Youth. Ms. Gray
explained that the Children & Youth Paper -on -Demand- initiative is moving from the
phase of scanning past paperwork to now integrating scanning into daily operations.
These additional licenses will help to continue with those duties. The following item was
approved today while the remaining items will be approved Thursday, January 31, 2019.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the application to the Commonwealth of Pennsylvania for the
Redevelopment Assistance Capital Project requesting grant funds for the Franklin
County Facilities project. There will be a match required of the County if the funds are
awarded.
Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the Employee of the Month
for January. Ms. Sarah Hamel has been employed with the Franklin County Human
Resources since August 2016. She serves as the County's Healthy Living Coordinator.
The selection for the January 2019 Employee of the Month was determined by the STAR
Committee. There were a total of 6 nominations. The STAR nomination form asks what
recent event or occurrence made you select Sarah and the answers include: "Sarah is
leading the drive for better health for all county employees." The nomination form
mentioned each month the events and programs she orchestrated in 2018. "In addition
to all of the programs that were mentioned, there were several blood drives and in -body
screenings throughout the year. A wellness survey was sent out to all employees for
feedback on programming. Sarah Hamel is responsible for approving all the inputs for
Wellness Program points for things like dental visits, yearly physicals, and wellness
checks such as mammograms. She also video tapes the lunchtime programs and
creates a quiz to go along with each one. Employees who cannot attend a program can
still earn Wellness points by watching videos and completing the quiz. Sarah documents
the points earned for videos. There were 294 employees who earned the wellness
incentive for 2019!" Ms. Hamel's outstanding characteristics are attributes that have not
gone unnoticed by her peers. The nomination form described her as motivated,
dedicated and energetic. "Sarah deserves recognition for all of her hard work in keeping
the County focused on wellness. Oftentimes, `wellness' activities are really `unhealthy'
activities because the focus is not on prevention. Sarah has kept the focus on helping
employees learn new ways of being healthy in all aspects of life... mind, body, spirit,
family, finance, and work. The Wellness Program is outstanding in its efforts to involve

more and more employees in healthy lifestyle choices." We are grateful to Ms. Sarah
Hamel as she exudes a high standard of customer service, excellence, and respect to
the employees and residents of Franklin County. Tiffany Bloyer commented that as
Sarah's supervisor she does great things for employees and listens to their feedback.
There is now a wellness program at the Jail that she helped to coordinate. This award is
very much deserved. Ms. Hamel said she is not one for attention and applause but she
appreciates receiving the award. She has a lot of fun in her role and likes to bring
creativity to it. Her goal is to get employees interested and she hopes she makes a
difference to all employees. She is excited and happy to be a part of Franklin County.
Chairman Keller said that Ms. Hamel is living proof that healthy living can be fun and
that's one message she brings to them every day. He loves how she embraces
technology and established the committee at the Jail. She partnered with ITS and she
does a really exceptional job and sets a good example for everyone else. This means a
lot to him and the Board. He has heard a lot of positive feedback from organizations that
she has partnered with. Commissioner Ziobrowski said the original intent of the
Wellness Program was to reduce insurance costs by helping employees become
physically healthier. Sarah has added many quality of life programs that are more
wholistic and informative. These enhance employees esprit de corps and overall job
satisfaction. He complimented Sarah for the great enthusiasm she brings to the
program.
The meeting was adjourned at 9:48 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
