HomeMy WebLinkAbout2019-02-07 Commissioner MinutesTHURSDAY, FEBRUARY 7, 2019 The Franklin County Commissioners met Thursday, February 7, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Fred Young, Greencastle resident and Antrim Township Supervisor Chairman, provided public comment and asked what the duties are of the Community Service Coordinator position. Chairman Keller responded that the Board will review this during the salary board discussion on the agenda. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the January 29, 2019 and January 31, 2019 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the FY 2018-19 contract listing for Area Agency on Aging. Contract listings are maintained for proper accounting of all contracts to include vendor name and address, type(s) of services and rate(s) charged for services. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $365,100.00 to increase the budget for additional expenditures and corresponding revenue that occurred during the last quarter of 2018. Expenditures are covered by State Act 148 funding, Title IV-E and program income. The Board reviewed Commissioner Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved resolution 2019-04 to authorize the County Administrator to be the authorized signatory for agreements and invoices processed through PEMA's required Electronic Single Application (ESA) System through Pennsylvania Login Service (PALogin.Net) The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the agreement (dated April 1, 2006) between the County of Franklin and GEO (formally B.I. Incorporated) to provide DRC services to Intensive Reentry Case Management (I RCM) program participants at a cost of $40,110.00 for the period of July 1, 2018 through June 30, 2019. Continued on page 2 The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and CenturyLink to provide hardware/software upgrades at a cost of $543,924.26. This is required for NEXT GENERATION 911 upgrade; Keeping 911 up to standards of operability in the ever changing technology; Operational flexibility, improve records management; improve public emergency communications services in a growingly wireless mobile society. In addition to calling 9-1-1 from a phone, it intends to enable the public to transmit text, images, video and data to the 9-1- 1 center. Partial funding will come from Act 12, 911 tax surcharge. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $20,000.00 for additional budget to cover 2018 OPEB premium costs related to premium changes and increased enrollment. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the annual maintenance renewal between the County of Franklin and General Code for renewal of LaserFiche software and licensing at a cost of $95,058.99 for the period of March 24, 2019 through May 23, 2020. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Letter of Agreement from BFPE International Fire, Safety and Security for inspection of the kitchen hood fire extinguishing system at a cost of $2,590.00 for the period of February 1, 2019 through February 1, 2031. The hydro -test inspection is required every 12 years where the cylinders will be checked and a chemical will be re- sprayed for protection. State inspection is due March of 2019. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the County of Centre to house adult male and female offenders (over the age of 18) at a cost of $65.00 per inmate per day, for the period of January 1, 2019 through December 31, 2019. All medical and transportation costs are the responsibility of Franklin County. This facility is PREA certified and abides by all PA Title 37 regulations. The Board reviewed Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Whitetail Resort to host the 4th annual Veterans Affairs Golf Tournament Fundraiser on June 7, 2019 in the amount of $6,820.00. Cost of the facility and course rental will be covered by registration fees, tournament donations and sponsorships. The Board met with Tiffany Bloyer, Human Resources Director, and Controller Harold Wissinger for Salary Board matters. Also in attendance was Mark Singer, Court Administrator; Dan Hoover, Chief Probation Officer and Phil Tarquino, Planning Director. Mr. Hoover explained the duties of the Community Service Coordinator to answer the question during public comment.
