The Franklin County Commissioners met Tuesday, March 5, 2019, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be in attendance
today. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the February 26, 2019 and February 28, 2019 meetings were
reviewed. These will be decided upon on Thursday, March 7, 2019.
The Board reviewed Agreements, Contracts and Reports. The items will be
approved Thursday, March 7, 2019.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved the revised position description for
the Community Services Director in the Area Agency on Aging Department.
The Board reviewed information regarding a Proclamation for Developmental
Disabilities (DD) Awareness Month. Lori Young, Intellectual and Developmental
Disabilities (IDD) Program Specialist, explained that each March, the National
Association of Councils on Developmental Disabilities (NACDD), partners with
Association of University Centers on Disabilities (AUCD) and National Disability Rights
Network (NDRN) to create a social media campaign that highlights the many ways in
which people with differing abilities come together to form strong, diverse communities.
She continued that the campaign seeks to raise awareness about the inclusion of people
with developmental disabilities in all areas of community life, as well as awareness to the
barriers that people with disabilities still sometimes face in connecting to the
communities in which they live. DD Awareness Month covers three main areas:
education, employment and community living. The Franklin/Fulton IDD Program is using
the theme "Building on Our Potential" to show that all citizens, including those with
disabilities, can be included in education, employment and community living. Ms. Young
said that the IDD program is asking the Franklin County Commissioners to proclaim
March as Developmental Disabilities Month. She explained the following activities that
are being held: A workshop for families entitled "Creating a Vision for a Good Life" at the
Besore Library from 6-8 pm on March 18th; A Transition Day for Franklin County High
School students with disabilities at Wilson College on March 20th; A workshop for
families and students entitled "Creating a Vision for Life After High School" at the
Alexander Hamilton Memorial Library from 1-3:30 pm on March 231; Occupational
Services will hold a celebration for their employees and participants later in the month to
celebrate DD Awareness Month. Commissioner Ziobrowski said that this is an important
issue and he's proud to support this proclamation. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved to sign Franklin County
Proclamation # 2019-01 proclaiming the month of March as Developmental Disabilities
Awareness Month and that the attached proclamation be made a part of these minutes.

Teresa Beckner, Fiscal Director, met with the Board to review the 2018 expense
and revenue budget performance through December, 2018. Ms. Beckner advised that
this is preliminary information and with it being year-end we have different requirements
to be recorded back to 2018. Likewise, the revenue figures shown may also change as
additional information is known and adjustments are made for year-end accruals. They
are still working on final adjustments in order to formally close the year and prepare
financial statements for the audit. Ms. Beckner explained the few departments that have
budget variances. She continued that preliminary December numbers reflect that total
county share transfers are under budget by over $700,000. But this will change as final
adjustments are recorded and they perform a final close on the programs. She said
general fund expenses are at 91.8% of budgeted expenses through December. That
compares to 92.6% through December 2017. Ms. Beckner said revenues are at 99%
collected of general fund revenue budget, For 2017, General Fund revenue collections
were at 97% of budget at this point in closing the year. Ms. Beckner reported that
property tax collections are on track through December at 97.3% of what was billed.
Which is more than 2017, where it was 97.1 % and the five-year average from 2013
through 2017 of 96.9%. Total property taxes billed for 2018 for both general purposes
and debt service were slightly over $40.4 million. So the 97.3% collected totals slightly
more than $39.3 million. For 2018, one mill of taxes assessed brings in $1,464,665, an
increase of .9% or $12,538 over 2017. The five-year average growth in the value of a
mill is 1.2%. The 2019 budget reflects growth of approximately 1.6%. Ms. Beckner
stated these are preliminary figures, with several more adjustments to be completed, for
both revenue and expense. At this time however, she believes we are on track to finish
the year better than budgeted.
The meeting was adjourned at 10:03 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.

Developmental Disabilities Awareness Month - March 2019
Proclamation #2019 - 01
WHEREAS, We believe in a Franklin County which recognizes the unlimited
potential for all our citizens, including those with developmental disabilities, to
live, work and thrive in our communities; and
WHEREAS, Developmental Disabilities Awareness Month is an opportunity to
recognize the importance of ensuring inclusive environments with equal access to
communication, education, employment, housing and public accomodations; and
WHEREAS, Franklin County supports those with developmental disabilities to
make their own decisions, live where and with whomever they choose and
receive the supports they need to be successful, productive and an independent
community member; and
WHEREAS, We are changing Franklin County for the better by promomting
equality of opportunity, access, and choice for Franklin County Citizens with
developmental disabilities. We are committed to the promise of a Franklin
County where all people with developmental disabilities have the knowledge,
opportunity and influence to make a difference in their lives and the lives of
others.
Therefore, we, the Franklin County Commissioners, do hereby proclaim March
2019 as Developmental Disabilities Awareness Month and do commend this
observance to all of our citizens and recognize that Franklin becomes a better
place when.we are "Building on Our Potential'.
