HomeMy WebLinkAbout2019-03-19 Commissioner MinutesTUESDAY, MARCH 19, 2019 The Franklin County Commissioners met Tuesday, March 19, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the March 12, 2019 and March 14, 2019 meetings were reviewed. These will be decided upon on Thursday, March 21, 2019. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked for more explanation on board action item #4, agreement with Triad Engineering. John Hart, Project Manager, explained that this service is something the County does all the time. We always have a testing engineer that oversees part of the project when contractors are in the ground to verify that all the bad soil is removed and tested. They report to the owner if there is an issue. Mr. Hart mentioned the other services they provide. Commissioner Thomas asked for more information on item #2, change order for the demolition project. Mr. Hart explained that there was pipe wrapped in asbestos that was behind the wall that the contractor found during demolition. He continued that there is no way to know it's there until they find it during the demolition. Commissioner Thomas explained the Prothonotary scanning project, item #12, is scanning documents to make it easier to retrieve the documents by employees and the public. They still have to keep the hard copies which will be housed in the Archives building. Chairman Keller explained that item #5, supplemental appropriation for Early Intervention which is a mandated program. He continued that it's not uncommon to have Early Intervention services that are over budget but the State and Federal Governments have historically made the County whole at the end of the year, so they are anticipating that to happen again this year. The items will be approved Thursday, March 21, 2019. The meeting was adjourned at 9:42 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas.
