The Franklin County Commissioners met Thursday, March 28, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 19, 2019 and March 21, 2019
meetings.
The Board reviewed Adult Probation, Juvenile Probation and Domestic Relations
matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the Supplemental Appropriation to provide funding for employees
due to increases provided in the Teamsters contract. 66% of costs to Domestic
Relations are reimbursed by outside funding.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement of
lease between the County of Franklin and Pleasant Hall Volunteer Fire Company to
provide office space for Magisterial District Judge for a lease amount of $2,202.62 per
month plus $25.00 per month for trash removal. The rent shall increase 3% each year
for the length of the term. The term for this lease will be January 1, 2019 through
December 31, 2021 and shall automatically renew for two additional one year terms
under the same conditions as the original term subject to a rent increase of 3% of the
preceding term's rent amount.
Commissioner Thomas asked for more explanation on an agreement with Team
LMI that was added to the action list for today. Carrie Gray, County Administrator,
explained that the County is engaging this group to help with the selection of the new
Planning Director. She explained further that we most recently utilized Team LMI for
hiring the Chief Public Defender and the MH/IDD/EI Administrator. The Board reviewed
additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and Team LMI Hiring Services to provide hiring consulting services to be used
in filling the Planning Director position at a cost of $1,485.00.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Software Support Agreement between the County of Franklin
and TriTech Software Systems for the Computer Aided Dispatch (CAD) software at the
911 Center in the amount of $99,259.08, for the period of April 18, 2019 through April
17, 2020. Cost will be covered by Act 12 911 Universal Surcharge Tax.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the quote from Wright Line to provide an extended
warranty on the 911 workstations at a cost of $1,857.33 for the period of May 1, 2019
through April 30, 2020. The price includes costs of specific parts and labor to replace
those parts.

The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Letter of Engagement
between the County of Franklin and Korn Ferry to provide actuarial services related to
post -employment benefits valuation reports for 2019 and 2020, at a cost of $14,000.00.
The cost is covered by plan assets.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Children's Advocacy Center requesting funds in the amount of
$40,000.00 to support the medical services provided to child sexual assault victims to
include the forensic nurse (SANE-P) services, telehealth services and the medical
director's oversite. This contract is for the period of April 1, 2018 through March 31,
2019.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Pass Through
Agreement between the County of Franklin and South Central Community Action
Program (SCCAP) in the amount of $12,000.00 for their Gleaning Program/Project.
Funds are provided by the FY2017 Community Development Block Grant (CDBG).
The Board reviewed Tax Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Bright MLS to view
properties sold in the county and assist in validating sales for the state equalization
board at a cost of $1,015.00 for the period of March 28, 2019 through March 28, 2020.
The Board reviewed additional Tax Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the estimate from
Government Software Services, Inc. to print return and claim mailers. Postage will be
paid each year separately based on current USPS rates. The actual postage amount
may vary based on the total number of mailers sent out each year. The costs are
$668.85 printing and $16,950.00 for postage per year. This agreement is for the period
of April 1, 2019 through April 1, 2022.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved an amendment to
the Memorandum of Understanding dated October 18, 2016 between the County of
Franklin and South Central Community Action Program (SCCAP) to maintain and
disperse emergency assistance funds for the benefit of veterans. This amendment will
include an additional $10,000.00 transferred by the County to SCCAP to be placed in the
account maintained by SCCAP for purposes set forth in the original MOU. All other
terms and conditions of the original agreement will remain in full force and effect.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer
notified the County of a Pennsylvania Department of Environmental Protection Bureau of
Waterways Engineering and Wetlands Chapter 105 General permit application being
applied by Washington Township for a footbridge at the Monterey Battlefield on property
located in Washington Township.
The Board reviewed an appointment to the Franklin County Mental
Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to appoint Susan Edney for a term of March 1, 2019 through March 1, 2022.

Tiffany Bloyer, Human Resources Director, and members of the STAR (Special
Thanks and Recognition Committee) were present to award Ms. Cori Seilhamer the
Employee of the Month for March. Ms. Seilhamer has been employed with Franklin
County Human Services Mental Health/Intellectual and Developmental Disabilities/Early
Intervention since October of 2007. She currently serves as a Mental Health Program
Specialist I. The selection for the March 2019 Employee of the Month was determined by
the STAR Committee. There were a total of seventeen nominations. The STAR
nomination form asks what recent event or occurrence made you select Cori and the
answer stated: "Cori Seilhamer serves as a Mental Health Program Specialist I. She
works closely with residents within our County requiring her assistance and is also
available to assist our employees during tragic situations. Oftentimes, she stops in the
midst of everything, and changes the course of her day, to provide aid and expertise with
such incidents. On many occasions, Cori has helped numerous people get through a
tough time, by debriefing them and providing them an opportunity to express their
emotions, along with important techniques on how to cope with what they have
experienced. She has a rapport with our employees that is important. They trust her and
they know she is there for them in a time of need. Knowing the County has an employee,
such as Cori, who is willing to step up and help employees and be there for them during
tumultuous events is vital. She truly is an asset and a resource that is needed, although
a service not needed EVERY day, knowing she is available for them when there is a
need is sincerely appreciated." Ms. Seilhamer's outstanding characteristics are attributes
that have not gone unnoticed by her peers. The nomination form describes her as
compassionate, dedicated, and caring. We are grateful to Ms. Cori Seilhamer as she
exudes a high standard of customer service, excellence, and respect to the employees
and residents of Franklin County. Ms. Bloyer said that Cori had a situation with two
employees that was very traumatic for them and Cori dropped everything so she could
be there for those employees. The employees were appreciate and grateful for Cori.
Chairman Keller said that they think Cori is wonderful and hats off to the STAR
Committee for selecting her since they get a lot of nominations. Commissioner
Ziobrowski said she has a great attitude and always has a smile on her face. He
thanked her. Commissioner Thomas said that everything the other commissioners said
is correct, and it's well deserved. Cori is respected in the community and with first
responders and the Co Responder Program. She is phenomenal! There is no question
when she walks into a room she lights it up. Ms. Seilhamer thanked everyone and she
thanked Tiff. It certainly is not expected and she loves what she does and thanked them
for letting her do it.
The meeting was adjourned at 9:49 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
