The Franklin County Commissioners met Thursday, April 4, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Carrie Gray, County Administrator, asked to amend the agenda to include an
executive session to discuss real estate matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended
agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 26, 2019 and March 28, 2019
meetings.
The Board reviewed appointments to the Franklin County Industrial Development
Authority. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to appoint Jackie Mowen and Ronnie Martin for a term of April 5,
2019 through April 4, 2022.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food and Beverage License to the Pennsylvania Department of
Agriculture for the Fort Loudon, Greencastle, and Upper Strasburg Senior Activity
Centers at a cost of $82.00 each. It is a state regulation to have a food and beverage
license renewed annually. There is no increase from last year and is funded by the
Pennsylvania Department of Aging Block Grant.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to
Proceed to Lobar and Associates for membrane waterproofing and paving of Bridge 128,
effective April 4, 2019. This is part of the 2018 Bridge Maintenance program.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2018
Emergency Response Preparedness (HMERP) Report and Hazardous Material
Response Fund (HMRF) Grant Application to Pennsylvania Emergency
Management Agency (PEMA). The report provides PEMA the data needed to create the
required annual report to the General Assembly. PEMA will pull report data to apply for
the grant.
The Board reviewed Sheriff Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $61,465.00 to create a budget in 2019 for the Telesoft
implementation. This project began in 2018 and has carried over into 2019. The cost is
being covered by Records Improvement Committee funds.

The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept bids on
the repository sale list made by; Amber Mack in the amount of $100.00 to purchase a
mobile home located on Grosh Drive and by Siarra Shinnery in the amount of $100.00 to
purchase a mobile home located on Lincoln Way West, Lot 15. These properties were
not purchased at the Judicial sale.
The Board met with Tiffany Bloyer, Human Resources Director, and the
Controller Harold Wissinger for Salary Board matters. Also in attendance were Stacie
Horvath, Human Services Administrator; Chief Deputy Diehl; Sergeant Guyer; and Steve
Nevada, Assistant County Administrator.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised Aging Case Aide
II position description in the Area Agency on Aging Office.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved to establish the Health and
Human Services Data Engineer position description in the Tuscarora Managed Care
Alliance.
The Board reviewed information regarding Safe Digging Month. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign
Franklin County Proclamation #2019-05 proclaiming the month of April as Pennsylvania
811 Safe Digging Month and that the attached proclamation be made a part of these
minutes.
The Board reviewed information regarding Child Abuse Prevention Month. Doug
Amsley, Children, Youth and Family Services Administrator, explained that April is
annually recognized as Child Abuse Prevention Month and agencies that work with
children and local communities that know the effect child abuse has on its victims
recognize this month. He said it's a team effort. The following are the activities for the
month: Monday there was a pinwheel planting at the Children's Advocacy Center, the
Human Services Building and the YMCA; Yesterday there was an event at the State
Capital; Over the Rainbow is hosting a dinner tonight; on April 17th, Dianne Kelso will be
presenting at the Human Service training days; There is a training and conference in
Fulton County on April 15th and 25th. Chairman Keller asked everyone in attendance to
introduce themselves. Stacie Horvath, Human Services Administrator, thanked the
entire staff and providers. She continued that we need to value and cherish our children
and thinks we lose this in society. They do not get the praise they need. She thanked
all the staff for all they do and for their work keeping families together. It's our job to
protect children and help them grow. She continued that it's important to report
something if someone sees something. Dianne Kelso, Executive Director of Over the
Rainbow Children's Advocacy Center, said she sees the folks that are present today on
a regular basis and the work they do on behalf of children, there will never be an
adequate description to explain what they do. CAC provided services to 290 children
and 2/3rds of the cases involved Children & Youth. She continued that amazing work is
being done in this county on a daily basis for children. Things can be done to make it
better and they will continue to work on it until they are successful. She thanked the
Commissioners for their support and allowing them to do the work they do. Everyone
else in attendance introduced themselves and explained how they are involved with
helping children. Chairman Keller said they are here to promote prevention of child
abuse so this is an opportunity for the Board to see everyone but they are always
mindful of the children who are the most vulnerable. He continued that it's important for
everyone to know it's a stressful job and the Board knows what they deal with and what

they see on an ongoing basis which is difficult. Commissioner Thomas said there are a
lot of stressful jobs in the county but Children & Youth workers have a very stressful job.
What they do with the challenges and sleepless nights in their role is appreciated. He
explained how a young lady at the Reentry Summit yesterday talked about her abuse as
a child and how it led to behaviors that led her to jail. They are trying to get more help
for children 0-3 that will hopefully reduce the calls that Children & Youth receive. He
thanked them for all that they do. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation
#2019-06 proclaiming the month of April as Child Abuse Prevention Month and that the
attached proclamation be made a part of these minutes.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:33 a.m. this date for the
purpose to review real estate matters. The Board reconvened into regular session at
10:47 a.m. No action was required after executive session.
The meeting was adjourned at 10:48 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

Franklin County Commissioners are designating the month of April 2019 as
"Pennsylvania 811 Safe Digging Month."
WHEREAS, As engineers, designers, excavators and homeowners work to keep pace with this
Commonwealth's unprecedented economic development, it is important to minimize damage to
underground utility lines, danger to workers, environmental pollution and loss of utility service to
Pennsylvania citizens; and
WHEREAS, The Pennsylvania One Call System, a utility service information center celebrating its 47th
year of continuous service to the Commonwealth, is key to preventing injuries and damage when
excavating; and
WHEREAS, This unique service provides easy, one -call notification about construction and excavation
projects which may endanger workers and jeopardize utility lines while promoting workplace and public
safety, reducing underground utility damage, minimizing utility service interruptions and protecting the
environment; and
WHEREAS, This vital service, which began with only six utility companies in western Pennsylvania and
the City of Pittsburgh, now serves more than 100,000 excavators and over 3,600 critical infrastructure
owners throughout this Commonwealth; and
WHEREAS, Each year, the Pennsylvania One Call System receives more than 750,000 notification
requests and transmits more than six million notifications, providing protection to utility companies,
their employees and customers;
NOW, THEREFORE, BE IT RESOLVED, That we the Commissioners of Franklin County, Pennsylvania, do
hereby designate the month of April 2019 as "Pennsylvania 811 Safe,Digging Month" to encourage all
excavators and homeowners of Franklin County to Dial 8-1-1 or 1-800-242-1776 at least three business
days before digging in order to "Know What's Below," avoid injury, protect the environment, and
prevent millions of dollars in damages and to remind excavators that three business days' notice is the
law, for safe digging is no accident, and that more information may be obtained by visiting

CHILD ABUSE PREVENTION MONTH - APRIL 2019
WHEREAS, child abuse and neglect is a serious problem affecting every segment of our
community, and child abuse and neglect can have long-term psychological, emotional, and
physical effects that have lasting consequences for victims; and,
WHEREAS, our children are our most valuable resources and will shape the future of our
County; and
WHEREAS, effective child abuse prevention is the best defense for our children and families;
and, prevention efforts succeed because of the partnerships created between child welfare, the
education and health systems, community and faith -based organizations, the business
community, and law enforcement agencies; and
WHEREAS, communities must make every effort to promote programs and activities that
create strong and thriving children and families; and
WHEREAS, we acknowledge that we must work together as a community to increase
awareness about child abuse and neglect; and
TMEREFORE, we, the County Commissioners of Franklin County, Pennsylvania, do hereby
proclaim April 2019 as Child Abuse Prevention and Awareness Month and urge all citizens to
recognize this month by dedicating ourselves to the task of improving the quality of life for all
children and families.
