The Franklin County Commissioners met Tuesday, April 16, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the April 9, 2019 and April 11, 2019 meetings were reviewed.
These will be decided upon on Thursday, April 18, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked if the Probation Officers maintain their own uniforms. Carrie Gray,
County Administrator, explained that they are responsible for cleaning their own
uniforms.. Commissioner Ziobrowski stated that he asked staff about the vehicle
purchase for Juvenile Probation and why no local Ford dealers were awarded the bid. It
was noted that none of the local dealers met all of the specifications of the bid.
Commissioner Thomas referred to the joinder agreement with Fulton County and why
the board's representation is different for Drug & Alcohol compared to MH/IDD/EI. Steve
Nevada, Assistant County Administrator, explained that it could be it's specific to the
regulations for each board. He will get the details and forward it to them. The following
item was approved today while the remaining items will be approved Thursday, April 18,
2019.
The Board reviewed Procurement matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Canon Solutions America, Inc. to provide managed
print services (MPS) for networked single and multi -function devices that includes
maintenance, toner, parts, repairs, troubleshooting and reporting. By going direct with
Canon, the County is expecting significant savings compared to the previous provider.
The cost for black and white printing will be $0.0015 per print. Color printing will be $0.08
per print. Projected overall annual savings will be approximately 35%. Commissioner
Thomas commented that this is one of the new Procurement Director's initiatives and
this is a huge savings. He continued that it's little things like this that make a big
difference.
The Board reviewed information regarding National Public Safety
Telecom municators' week. Bryan Stevenson, Communications Coordinator, along with
a few Telecom municators, trainees and supervisors were present to receive the
proclamation. Mr. Stevenson thanked the Commissioners and staff in proclaiming this
week as Telecom municators' week. He explained that it started in 1981 in California to
thank the people that are first responders who accept the calls before sending
responders to fire and emergency medical out in the field. He appreciates everything
they do every day of the year and is thankful that the Commissioners recognize the
department the way they do. Chairman Keller said they are the first line of help and
connecting the caller to first responders but also talking the callers through births or the
Heimlich maneuver. They do much more than just answer the phone. He continued that
the Commissioners are out in the community a lot and in the past it was not uncommon
for someone to approach them with a concern but it's been a long time since he has
heard anything negative about Emergency Services. The level of service has gotten
better and it's been great, he thanked them for that. Commissioner Thomas said that

there are a significant number of callers to 911 that have mental health conditions or are
in crisis. They are not just sending out help, they communicate with individuals as well.
Who would've thought that back in the early days of 911 that they would receive these
types of calls. With today's technology 911 is really an efficient machine. Commissioner
Ziobrowski said they are true first responders. If there is a more important function in the
county he is not sure what it is. He thanked them for their service. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign
Franklin County Proclamation # 2019-10 proclaiming the week of April 14 — 20, 2019 as
National Public Safety Telecom municators, week and that the attached proclamation be
made a part of these minutes.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:54 a.m. this date for the
purpose to review real estate matters and pending litigation - Re: Appeal
of Aldine D. Martin, No. 2015-4492 . Solicitor Mary Beth Shank said that she will request
action after the executive session on a pending litigation matter but not for the real
estate matter. The Board reconvened into regular session at 10:20 a.m.
County Solicitor met with the Board of Commissioners to recommend settlement
of the Appeal of Aldine Martin, dec'd, now Appeal of Michael L. Martin and Ladean A.
Martin tax assessment appeal, No. 2015-4492. The property is located at 49 Warm
Spring Road, Chambersburg, PA 17202. The original assessment is $507,140 with an
implied market value of $3,800,000. On a motion by Commissioner Robert Ziobrowski,
seconded by Commissioner Robert Thomas, the Board unanimously approved an
assessment of $365,750 with an implied market value of $2,750.000. The settlement
was previously approved by all parties and intervenors, including the taxpayer,
Chambersburg School District and the Franklin County Board of Assessment.
The meeting was adjourned at 10:25 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Proclamation #2019 -10
National Public Safety Telecommunicators Week
April 14-20, 2019
Whereas, emergencies can occur at anytime that require police, fire or emergency
medical services;
Whereas, when an emergency occurs the prompt response of police officers, firefighters
and emergency medical services is critical to the protection of life and preservation of
property;
Whereas, the safety of our police officers, firefighters and emergency medical services is
dependent upon the quality and accuracy of information obtained from citizens who
telephone the Franklin County Department of Emergency Services communications
center;
Whereas, Public Safety Telecommunicators are the first and most critical contact our
citizens have with emergency services;
Whereas Public Safety Telecommunicators are the single vital link for our police officers
and firefighters by monitoring their activities by radio, providing them information and
insuring their safety;
Whereas Public Safety Telecommunicators of the Franklin County Department of
Emergency Services have contributed substantially to the apprehension of criminals,
suppression of fires and treatment of patients;
Whereas each dispatcher has exhibited compassion, understanding and professionalism
during the performance of their job in the past year;
Therefore Be It Resolved that the Board of Commissioners of Franklin County
Pennsylvania declares the week of April 14 through 20, 2019 to be National Public
Safety Telecommunicators Week in Franklin County, in honor of the men and women
whose diligence and professionalism keep our county and citizens safe.
