HomeMy WebLinkAbout2019-04-23 Commissioner Minutes TUESDAY, APRIL 23, 2019 The Franklin County Commissioners met Tuesday, April 23, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Carrie Gray, County Administrator, asked to modify the agenda to have the Board consider a document from the Borough of Chambersburg for the land development process. John Hart, Project Manager, explained that he received an email this morning that the Borough requested the document be signed today. He will provide more details about the agreement during review of agreements section of the agenda. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. There was no public comment. The minutes of the April 16, 2019 and April 18, 2019 meetings were reviewed. These will be decided upon on Thursday, April 25, 2019. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager, explained that the agreement from the Borough of Chambersburg is a stormwater facility maintenance agreement. There is an underground retention pond that has pipes going out to the street. We have to have a maintenance agreement to make sure the drains are cleaned. The Borough has the right to come on to our property and inspect it and make sure that we maintain it and follow code. Commissioner Ziobrowski asked for more information on item #2, change order from Lycoming Supply. th John Hart explained that Lycoming Supply is asking for an extension through June 15 due to asbestos in the building, the weather, and roof structure in the bank building which had solid steel pipes that were not known about beforehand. This timeline will not open for a long period of time or they would need water pumped out and also for safety reasons. Carrie Gray explained item #4, consultant agreement for CDBG is a temporary agreement to clean up the files for CDBG for the years 2016, 2017 and 2018 while there are vacancies in the Planning Department. She continued that if we want to continue with consulting services for future grant years we will need to follow the federal procurement guidelines. The following items were approved today while the remaining items will be approved, April 25, 2019. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Standard Stormwater Facilities Maintenance and Monitoring Agreement between the County of Franklin and the Borough of Chambersburg for the facilities project. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement between the County of Franklin and Urban Design Ventures to provide consulting services and technical assistance for the Pennsylvania Department of Community and Economic Continued on page 2 The Board reviewed information regarding Earth Day. Chairman Keller informed everyone in attendance that the proclamation will be presented during a ceremony at th Renfrew Park in Waynesboro on Saturday, April 27. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2019-11 proclaiming Saturday, April 27, 2019 as Earth Celebration Day and that the attached proclamation be made a part of these minutes. The meeting was adjourned at 9:49 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas. Carrie E.
