HomeMy WebLinkAbout2019-04-25 Commissioner Minutes THURSDAY, April 25, 2019 The Franklin County Commissioners met Thursday, April 25, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. The Board participated decided to get into politics and be elected as Commissioners. The Board also showed a short video on the history of the Franklin County Courthouse, Ben Franklin statute and On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the April 16, 2019 and April 18, 2019 meeting. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Cumberland Valley School of Music to provide entertainment for the yearly Volunteer Banquet on April 26, 2019, at a cost of $225.00. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #4 from Lycoming Supply, Inc. for the Franklin County Building and Site Demolition project to extend the substantial completion time to June 15, 2019. The Board reviewed District Attorney matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Maintenance Institute to provide maintenance on the PA SAVIN victim information and notification system for the period of January 1, 2019 through December 31, 2019. PCCD has decided for 2019, that counties are not responsible to pay any portion of the maintenance fees. The Board reviewed Tax Claim Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept a bid on the repository sale list made by Jerrold Oaks, Jr. in the amount of $100.00 to purchase a mobile home located on Swamp Fox Road. This property was not purchased at the Judicial sale. Continued on page 2 In accordance with PA Acts 14, 67, 68 and 127 notifications, Skelly and Loy Engineering and Environmental Consultants notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 General Permit application being applied for by Mid-Atlantic Transmission for the Roxbury Substation Transmission Line relocation, located in Lurgan and Letterkenny Township. In accordance with PA Acts 14, 67, 68 and 127 notifications, TB Woods notified the County of a Pennsylvania Department of Environmental Protection NPDES renewal for continued operation for non-contact cooling water, located in the Borough of Chambersburg. In accordance with PA Acts 14, 67, 68 and 127 notifications, Gwin, Dobson & Foreman Engineers notified the County of a Pennsylvania Department of Environmental Protection General Permit 5 applied for by Bear Valley Franklin County Pennsylvania Township. The meeting was adjourned at 10:09 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. Carrie E.
