TUESDAY, APRIL 30, 2019
The Franklin County Commissioners met Tuesday, April 30, 2019, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller mentioned that Commissioner Thomas will not be in attendance
today. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
The minutes of the April 23, 2019 and April 25, 2019 meetings were reviewed.
These will be decided upon on Thursday, May 2, 2019.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, explained that time is of the essence to approve item #1 bullet proof vests
for Adult Probation Officers. She continued that there is the possibility of applying for a
grant to receive 50% reimbursement. The following item was approved today while the
remaining items will be approved Thursday, May 2, 2019.
The Board reviewed Adult Probation matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the quote from Chief
Supply to purchase 16 new vests to replace 12 expired vests that are currently in
use. The vests are mandatory for officer safety while conducting arrests and field visits
at a cost of $9,348.00. Act 35 funds will cover 17% of the total purchase. Quotes were
requested and Chief Supply was the lowest qualified quote
Tiffany Bloyer, Human Resources Director, and members of the STAR (Special
Thanks and Recognition Committee) were present to award Ms. Janelle Friese with the
Employee of the Month for April. Ms. Friese has worked with the Franklin County Fiscal
department since 2011. She currently serves as a Senior Accountant. The selection for
the April 2019 Employee of the Month was determined by the STAR Committee. There
were a total of 16 nominations. The STAR nomination form asks what recent event or
single event as a reason for nominating Janelle Friese for Employee of the Month, as
she consistently exemplifies qualities that any director would want on his/her team.
Janelle is constantly looking for improved ways to do the things we do and doesn't
hesitate to bring ideas to her supervisor or team. Then she researches or coordinates
with others to find better ways (whether more efficient or cost-effective) to solve
problems or improve work processes. She is frequently the first to volunteer for new or
complex tasks. She approaches challenges head on and persists through complications
until assignments are completed or a resolution is reached. Janelle undertakes each
task with a positive attitude and enthusiasm second to none. Janelle's personal skills are
equally exceptional; often receiving compliments about her responsiveness and attitude.
She is kind and helpful and gets along well with her coworkers. In her role, she supports
directors, staff, and outside agencies and does so in a manner that is professional and
friendly. Her customer-oriented style, and commitment to problem solving have created
many positive relationships both within the county
co-worker and employee. On a daily basis, she exudes high professional and personal
qualities. While the Fiscal department is typically more of a "behind the scenes

department", she works with numerous individuals and organizations across the county;
aiding them in whatever their needs and cultivating excellent working relationships.
Janelle is always completely dedicated to seeing that a task is completed fully and
problem solves to find the best path to take in accomplishing it. She never avoids a
challenge. She sees something that needs addressed and is always willing to step right
in. Often, she is right there to
outstanding characteristics are attributes that have not gone unnoticed by her peers. The
nomination form describes her as diligent, thorough and accurate when performing her
duties; as well as open-minded and always looking for efficiencies and improvements;
she also displays a wealth of professionalism. We are grateful to Ms. Janelle Friese as
she exudes a high standard of customer service, excellence, and respect to the
employees and residents of Franklin County. Ms. Friese thanked everyone and is
honored to be selected this month. She is thankful for her coworkers for nominating her.
Chairman Keller said that Janelle does a great job and he is thankful that she works for
the County. He thanked her for all she does. Commissioner Ziobrowski stated that she
always meets the demands of her job with a smile.
The Board reviewed information regarding Conservation District Week. David
Stoner, Manager, and Scott Metzger, Assistant Manager, from the Franklin County
Conservation District were present to receive the proclamation. Mr. Stoner stated that
on behalf of the Conservation District Board of Directors and staff he appreciates the
ectors so he
has input. They appreciate the funding from the County which goes towards operating
costs and staff salaries. Mr. Stoner highlighted the Watershed Program as a feature
accomplishment in 2018. Land was being lost and carried downstream during storm
events on a church property in Waynesboro. The stream breach was restored. He
provided other highlights and accomplishments of the Conservation District for 2018.
Mr. Stoner provided information on more work of the Conservation District, including the
Chesapeake Bay WIP3 Plan Development that is an unfunded mandate by the State.
He explained further that Franklin County is tasked with reducing nitrogen by 3 million
pounds which will be costly and involve adding more staff in the Conservation District in
order to complete all the required plans and oversee the implementation of the program.
They will need buy-in from the Ag Community for this mandate as well. Chairman Keller
said that the Conservation District has been a good steward of our tax
brainer that we continue to partner with them. During tough times, other counties were
defunding their conservation districts. The Board realizes their job is not easy but there
is no better steward of the environment then a farmer that wants clean air and water so
they can continue doing business. He continued that they are willing partners but the
already. They want to see a good plan that is based on actual data with realistic goals
and objectives. They are supportive but funds are needed to implement the mandate.
Mr. Stoner responded that it will cost $2.84B over the next six years. Chairman Keller
said the Commissioners will continue to advocate on their behalf and thanked them for

County Proclamation #2019-12 proclaiming the week of May 5-11, 2019 as
Conservation District Week and that the attached proclamation be made a part of these
minutes.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to enter an executive session at 10:04 a.m. this date for the purpose to review
Potential Litigation matters. The Board reconvened into regular session at 10:51 a.m.
No action was required after executive session.
