HomeMy WebLinkAbout2019-05-16 Commissioner Minutes THURSDAY, MAY 16, 2019 The Franklin County Commissioners met Thursday, May 16, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Vice Chairman Thomas explained that Chairman Keller will be late for the meeting. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the minutes of the May 7, 2019 and May 9, 2019 meetings. The Board reviewed GIS matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Software Maintenance Quote from ESRI, Inc. for the ArcGIS software to provide GIS services within Franklin County used by the GIS, Planning, DES and Tax offices along with the public at a cost of $21,700.00, for the period of July 1, 2019 through June 30, 2020. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the request from Maranatha Ministries for a Project Modification to PA Department of Community and Economic Development in the amount of $22,900.00 within the Rapid Rehousing Component of the Emergency Solutions Grant to be used for security and utility deposits for families moving into rental housing. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the quote from Dell for the annual bulk order of County computers in the amount of $126,305.00. Dell provides, through state contract, business class machines to the County. This year is important to refresh all Windows 7 machines still in use as Microsoft will no longer support that operating system at the end of the year. The Board reviewed Reentry Services Center matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the contract medication for Case Assisted Re-Entry (CARE) program participants for a maximum amount of $4,000.00 for the period of May 1, 2019 through December 31, 2019. The change to this vendor will result in cost savings. Continued on page 2 The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the request to exonerate taxes in the amount of $2,117.19 for Dorsey Builders in Mercersburg due to the streets in the development were dedicated to the Borough of Mercersburg on April 14, 2011 prior to a bankruptcy filing. Because of the street dedications, the previously assessed property parcels no longer exist. The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement between the County of Franklin and Nolan-Carlson Canine, LLC DBA Good Dog Boarding and Training for dog training services for Operation Save-A-Vet, Save-A-Pet service dog program in the amount of $26,000.00, for the period of June 1, 2019 through May 31, 2020. Funded by the Veterans Trust Fund Grant and Veterans Affairs Outreach Fund. Chairman Keller entered the meeting room at 9:37 AM. The Board reviewed information regarding Franklin County Stepping Up Month of Action. Commissioner Thomas explained that this initiative came from the National instead of putting them in jail. Steve Nevada, Assistant County Administrator, explained with how far ahead we are compared to other counties in the Stepping Up initiatives. We do a good job of helping people and ensuring a high quality of life in our area. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2019-21 proclaiming the month of May as Franklin County Stepping Up Month of Action and that the attached proclamation be made a part of these minutes. Teresa Beckner, Fiscal Director, met with the Board to review the 2019 expense and revenue budget performance through March 2019. Ms. Beckner advised that, again this year, the county made a contribution to the HSA plan for all eligible participating employees. This upfront contribution was properly recorded in March, but as a result, created a year-to-date variance in expense budgets for most departments. For February she reported 20 instances of variance related to this but for March there are nine. She continued that consistent with prior years, the impact will be softened as the year HIPAA risk assessments. She mentioned a few of the other variances. She continued that general fund expenses are at 23.5% of budgeted expenses, compared to 23.0% in March 2018. Ms. Beckner said revenues are 5.6% collected of general fund revenue budget compared to 7.3% last year which amounts to $2.7 million. Ms. Beckner reported that property taxes for 2019 were recorded in March and collections began later in the month. For 2019, the face amount of taxes billed for both general purposes and debt service total $43.4 million. The value of a mill grew by 1.87% from 2018 to 2019, with one mill of taxes resulting in $1,492,011 in 2019. The growth in dollars is $27,346 per mill or $795,756. For the five-year period in 2014 through 2018, the average annual growth in the value of a mill was 1.35%. Continued on page 3 The meeting was adjourned at 10:06 a.m. with a motion by Robert L.
