HomeMy WebLinkAbout2019-05-28 Commissioner Minutes TUESDAY, MAY 28, 2019 The Franklin County Commissioners met Tuesday, May 28, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the May 23, 2019 meeting was reviewed. These will be decided upon on Thursday, May 30, 2019. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked for an update on the self-funding for the dental. Carrie Gray, County Administrator, resp-funded dental insurance is working overall, but the process seems to be working well so far. Teresa Beckner, Fiscal Director, explained that the supplemental appropriation is needed due to how they account for handling it as a self-funded program. They are putting the funds into its own account for the funds. Chairman Keller said that for item #8, modification with Canon that there are still entities that use fax numbers so this addendum is needed. Commissioner Thomas asked about action #9 and 10 for the hearing annex building. Ms. Gray said that a door is being added in the conference room and window security was identified as an enhancement. Commissioner Thomas asked for more information on the X-ray machine at the Jail and Ms. Gray explained that this will be in addition to today while the remaining items will be approved Thursday, May 30, 2019. The Board reviewed Grants/ CJAB matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the grant application to the Office of Justice Programs in the amount of $11,714.52 to purchase 16 bulletproof vests for Adult Probation Officers and The Board reviewed additional Grants/ CJAB matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the grant application to CCAP PCoRP to request a grant in the amount of $20,000.00 to be used for a 3-D X-ray machine to be placed in the lobby of the Ja The Board reviewed Procurement matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the addendum to the 48 month lease agreement between the County of Franklin and Canon Solutions America, Inc. to replace device C3530 with a C5535 in Ag. Extension and to include second fax lines to four machines for an increase of $109.00 per month for a total of $5,232 for the life of the agreement. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 2 Charles Martin, Human Resources Generalist, and members of the STAR (Special Thanks and Recognition Committee) were present to award Dr. Kim Eaton as the Employee of the Month for May. Dr. Eaton has been employed with Franklin County since 2005. She currently serves as a Reentry and Clinical Quality Assurance Program Director for the Reentry Services Center. The selection for the May 2019 Employee of the Month was determined by the STAR Committee. There were a total of 14 nominations. The STAR nomination form asks what recent event or occurrence made Dr. Eaton organized a month of events, that included community movie nights in Waynesboro and Chambersburg, a Reentry Month Kick-Off & Press Conference, Comfort Kitchen events which included a Franklin Together Presentation and Dinner, a Judicial Candidates Panel, a podcast with the Franklin County Coalition for Progress, a vigil for April 30th in Waynesboro to support community members and reentering citizens as well as their families who have suffered collateral consequences from their loved one's incarceration. Dr. Eaton was responsible for the planning of the Reentry Summit that was held on April 3 at Rhodes Grove. Dr. Eaton invited Keynote speaker Rob Reed, who is the Executive Deputy Attorney General of Community Outreach, along with a panel of returning citizens, a community advocate, and a mother whose son is recovering from a substance use disorder and reentered the community from jail. It was really a great event for the County to host. In addition, Dr. Eaton presented at the Commissioner's office for the Reentry Proclamation. She has worked tirelessly to engage the community in the Reentry initiatives for this month and has worked to highlight the importance of understanding the struggles of returning citizens and gaining community support for these individuals when they are returning to the community from incarceration. The Reentry Summit had great turnout and support from the community as well as Franklin County government, including the Commissioners. Dr. Eaton is an active member of the Franklin Together Coalition and is an active member on many subcommittees including Great Barrier Relief and the Case Review Task Force. She also manages the IRCM program, which helps inmates gain housing and needed services upon release from jail, and helps them gain stability in the community. She does a great job representing the County and helping community members in jail as well have not gone unnoticed by her peers. The nomination form describes her as possessing honesty and integrity; her strong moral principles make her a great asset. She is also passionate and committed, and has played a major role in orchestrating County reentry initiatives for more than a decade. Delegation and empowerment are two additional characteristics Dr. Eaton possesses. She works well with community members and helps reentering citizens become empowered. Her delegation among other programs in the County is vital in helping returning citizens. She is a great resource broker and is able to connect returning citizens with different programs to help them gain stability and manage appropriately in the community. We are grateful to Dr. Kimberly Eaton as she exudes a high standard of customer service, excellence, and respect to the employees and residents of Franklin County. Dr. Eaton said that this is quite an honor t continued that as a parent we want to be proud of our kids but secretly we want our kids a reminder of what all Dr. Eaton does, she is involved in a lot of different initiatives in the County that she oversees or is involved in one way or another. He also mentioned the volunteer work she does in the community. She brings special talents, and the ability to work with people and help them get to the place that they can turn their lives around. Commissioner Ziobrowski stated that Dr. Eaton is analytic in her research, and her recommendations are data-driven. Yet she remains empathetic and sympathetic in her approach to dealing with people who need help. Commissioner Thomas said that Dr. Eaton is passionate. done and she is the complete package. When he worked in radio sales years ago he looked for three things when hiring people: attitude, skills and knowledge and Dr. Eaton has all three of them and that to him is very beneficial to the many thousands of people Continued on page 3 in Franklin County. He continued that there are people in the County who are trying to get rid of reentry. She is doing a great job and putting families back together and people back in the workforce again. You have to get smart about turning it around and making is a winner in this area. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:54 a.m. this date for the purpose to review real estate matters. The Board reconvened into regular session at 11:02 a.m. No action was required after the executive session. The meeting was adjourned at 11:03 a.m. with a motion by Robert G.
