THURSDAY, JUNE 27, 2019
The Franklin County Commissioners met Thursday, June 27, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda. Carrie Gray, County Administrator,
explained that Lycoming Supply change order #7 was added to Board Actions in order
to extend the completion date for the demolition project.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the June 18, 2019 and June 20, 2019 meeting.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute change order #6 from Lycoming Supply, Inc. for the Franklin
County Judicial Center Building Demolition project to provide a storm water system
credit of $83,015.00, reducing the total contract sum which will change to $1,200,118.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #7 from Lycoming Supply, Inc. for the
Franklin County Judicial Center Building Demolition project to extend the completion
date to July 14, 2019.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Project Modification
Request to PA Commission on Crime and Delinquency (PCCD) for the Intensive Reentry
Case Management Project (IRCM) to move $36,219.00 from the Consultant budget
category to Supplies and Operating Expenses. Since the grant began, one of two
contracted shelters have closed. This lead to the investigation of alternative types of
home plans. The IRCM program has started using a boarding home model which has
resulted in a high success rate for individuals. Moving someone into a boarding home
costs $500.00 for security deposit and $500.00 per month for rent thus making it an
affordable housing option for program participants. In addition, $14,204.00 has been
moved from the Shelter line to the BI/GEO line within the Consultant category to cover
client needs for these services through May.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the room rental application from the Borough of
Chambersburg Recreation Center to reserve the Bard Hall for the Community
Connections Meeting intended for any Human Services Professionals, case workers,
and social workers being held on August 23, 2019, at a cost of $85.50.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the contract signed on July 24, 2018 between the County of Franklin and Keystone Rural
Health Center to provide Operation Reach Services specifically mental health and/or
substance abuse services for veterans. This amendment is to extend the contract to

December 31, 2019 and to decrease the maximum encumbrance by $2,000.00 for a
revised total encumbrance of $5,000.00. All other terms and conditions of the original
contract will remain in full force and effect.
The Board reviewed additional Veterans Affairs matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment
to the contract signed on July 18, 2018 between the County of Franklin and Michael
Flood, Counseling and Testing Services to provide assessment, counseling and therapy
support services for the benefit of veterans for Operation Reach. This amendment is to
extend the contract to December 31, 2019 and to increase the encumbrance by
$5,000.00 for a total maximum encumbrance of $9,000.00. All other terms and
conditions of the original contract will remain in full force and effect.
The Board reviewed additional Veterans Affairs matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment
to the contract signed on July 19, 2018 between the County of Franklin and PA
Counseling Services, Inc. to provide counseling and therapy support services for the
benefit of veterans for Operation Reach. This amendment is to extend the contract to
December 31, 2019. All other terms and conditions of the original contract will remain in
full force and effect.
In accordance with PA Act notifications, R. Lee Royer & Associates notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit for
stormwater discharge associated with construction activities being applied by Charlie
Pentz Storage for storage building construction on property located in Quincy Township,
PA.
John Hart, Project Manager, explained that today was the advertised date for the
bid opening for the Franklin County Judicial Center, New Courthouse and Historic
Courthouse Renovations. The bid has been moved out two weeks to July 11, 2019 at
9:45 AM. He explained that there was a second mandatory pre-bid conference to

generate more interest in the bidding process. The meeting on July 11 will be held at
the Administration Annex Building to accommodate the amount of contractors that may
attend the meeting. Commissioner Thomas asked if staff can open the bid documents
since there will be a lot more documents to open. He feels it will go quicker. Chairman
Keller responded that the Board will still have to read them aloud during the meeting.
Chairman Keller asked for the deadline of the contractor questions. Mr. Hart responded

Noelker and Hull time to publish the addendums before the bid opening date.
The meeting was adjourned at 9:41 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
