HomeMy WebLinkAbout2019-07-23 Commissioner Minutes TUESDAY, JULY 23, 2019 The Franklin County Commissioners met Tuesday, July 23, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked if the bid opening is for the construction phase for all three projects? Chairman Keller responded that the bid includes construction of the courthouse, renovations to the old courthouse and marginal upgrades at the courthouse annex. The minutes of the July 16, 2019 and July 18, 2019 meetings were reviewed. These will be decided upon on Thursday, July 25, 2019. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas wanted to highlight the x-ray machine at the Jail. The machine is a significant improvement in xray capabilities over the machine that is there now. He continued that a portion of it is to be funded by the loss prevention grant from CCAP. Commissioner Thomas asked Blanca Salas, Procurement Director, to explain the new Public Group that the County will be using in the future and how this will be a benefit to us. Ms. Salas explained that there are three components to the agreement. First is that we will be able to receive bids electronically and securely online. This will enable us to have a larger pool and open up the bid process to 100,000 more vendors. This will also allow us to do public surplus so we can sell off any surplus items. Ms. Salas continued that we will be able to tabulate and give real time results and then move the winners over to contracts. are being diligent of taxpayer funds. The following items were approved today while the remaining items will be approved Thursday, July 25, 2019. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Change Order #1 from Frantz Plumbing, Inc. for the Franklin County Archives Project Phase 1, for the installation/connection of an in-rack cooling condensate drains at a cost of $1,242.34 and a credit of $412.20 for installing a floor mounted toilet rather than a wall mounted toilet. With this change order the contract sum is $240,830.14. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Change Order #8 from Lycoming Supply Inc. for the Franklin County Demolition Project, for machine and hand excavation of old terra cotta drain pipes and replace with new PVC pipe and fittings and pouring flowable backfill at a cost of $2,590.47. With this change order the contract sum is $1,202,708.47. The Board reviewed Commissioners Office matters and conducted a bid opening for the Franklin County Judicial Center, New Courthouse and Historic Courthouse Renovations. John Hart, Project Manager indicated the plan is to award the bids next Thursday, but it will depend on what questions the project team has. The list of bidders and amounts of the bids are attached and made a part of these minutes. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to forward the bids received to County Administration, the Project Consultants, the County Solicitor and the Director of Procurement for their review. He continued that the team will review the material to assure everything is in on how long it takes to digest all the information they received.
