HomeMy WebLinkAbout2019-08-08 Commissioner Minutes THURSDAY, AUGUST 8, 2019 The Franklin County Commissioners met Thursday, August 8, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the July 30, 2019 and August 1, 2019 meeting. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked for a brief explanation of board action item #2, Supplemental Agreement with C.S. Davidson. Steve Malesker from C.S. Davidson explained that they discontinued contracting with the previous subconsultant due to issues in other surrounding counties and hired NTM Engineering, Inc. to take their place at no net change in cost to the original agreement. Commissioner Thomas also asked for a brief explanation of board action #4, Letter of Agreement with Newcomer Associates. Carrie Gray, County Administrator, said that the County is working towards finding the Coroner expanded space and this is the normal process that the County uses to identify potential suitable locations. Jerry Warnement and Garry Gontz, both members of the County Election Board, were in attendance and recommended that the Commissioners approve signing the contract before them with Election Systems & Software (ES&S) for new voting equipment. Mr. Warnement thanked the various members of the team that worked together to finalize this contract. He also reviewed the background of this contract stating that the Governor issued a directive last spring that all counties have new voting equipment in place by the 2020 Presidential Primary. The goal here in Franklin County is to have the equipment in place and the poll workers trained to use it in our November 5, 2019 Municipal Election. He spent a few minutes discussing the methodology for choosing ES&S as our vendor, including a comparison of many factors . Of importance current computer workstations and printers and we can continue to use a local printer for our ballots. Out of 40 counties that have chosen a vendor, 27 of them have chosen ES&S. We purchased the equipment off of COSTARS state contract and can expect delivery within 45 days. Mr. Warnement also discussed that his only regret is the cost to the taxpayers and is hopeful that the Governor will come up with some state funding in addition to the $152,626 we are getting from a federal grant program. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and GovPayNet to provide all equipment necessary to process credit card payments in the Clerk of Courts office. There is no cost to the county; the vendor will receive a percentage of the transaction as payment. Continued on page 2 The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Agreement to the original agreement between the County of Franklin and C.S. Davidson (dated November 12, 2015) to add NTM Engineering, Inc. as subconsultants to perform bridge inspections for county bridges through 2020. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Change Order #2 from Frantz Plumbing, Inc. for the Franklin County Archives Project Phase 1, for a scupper drain at a cost of $262.00. With this change order the contract sum will be $241,092.14. The Board reviewed Coroner Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Letter of Agreement between the County of Franklin and $3,830.00. The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Purchase Order and Software & Maintenance Agreement between the County of Franklin and Election Systems & Software (ES&S) LLC to purchase a new voting system, including precinct scanners and ballot marking devices for each polling place at a cost of $764,364.00. The cost will also include reporting software, training, equipment installation and an extended warranty for years 2-5 all counties must have a new voting system in place prior to the 2020 Presidential Primary. We have signed a notice of intent to receive $152,626.00 from a federal HAVA Election Security grant and we are also hoping to receive up to 60% reimbursement from the state. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Maximus Consulting Services, Inc. to prepare a Central Services Cost Allocation Plan (CSCAP) which is used to allocate certain shared and administrative costs of the county across various county operations in order to receive reimbursement from the state and other grant funds. The contract term is June 1, 2019 through May 31, 2022 for a total cost of $25,500.00. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Technical Assistance and Training Grant Request to the Pennsylvania Commission on Crime and Delinquency (PCCD) to request $2,000.00. If awarded, the funds will be used to cover some of the costs of the CJAB Strategic Planning facilitator, Nancy Dering Mock. The Board reviewed additional Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the ninth addendum to the agreement between the County of Franklin and PrimeCare Medical, Inc. to provide Vivitrol and Naltrexone for participants of the Jail to Community Treatment Program at a cost of $107,120.00 for the period of July 1, 2019 through June 30, 2021. All costs will be covered by the Pennsylvania Commission on Crime and Delinquency (PCCD) Residential Substance Abuse Treatment (RSAT) grant. Continued on page 3 The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Sales Order from Adobe for the renewal of the annual contract for AdobeSign to provide the capability of electronic signatures at a cost of $9,000.00 for the period of August 6, 2019 through August 5, 2020. This will also add six additional licenses needed for the increased signature volume. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Letter of Agreement between the County of Franklin and William Hoak to a requirement of the Pennsylvania Bureau of Radiation Protection. In accordance with PA Act notifications, GD&F Engineers notified the County of a Pennsylvania Department of Environmental Protection General Permit No. 5 being applied by Bear Valley Franklin County Pennsylvania Joint Authority for a public waterline crossing at Campbell Run, located in St. Thomas Township. In accordance with PA Act notifications, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 Water Obstructions and Encroachment Permit being applied by Kevin Gayman for building a small basin and installing a standpipe with underground outlet pipe to the stream to prevent crop erosion, located in Greene Township. In accordance with PA Act notifications, Johnson Mirmiran & Thomason notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit for Stormwater Discharges with Construction Activities being applied by Shippensburg Area School District for improvements to the high school athletic field, located in Shippensburg Borough. In accordance with PA Act notifications, AET Agricultural Consulting notified the County of a Pennsylvania Department of Environmental Protection CAFO Permit for being applied by Jeff Wagner for continued operation of a swine farm on Store Bridge Road, located in Fannett Township. Steve Malesker, Bridge Engineer from C.S. Davidson, provided an update on the 2018 Bridge Maintenance Program. He provided an in-depth report on the work done on the Mill Road stone bridge which was built in 1870. C.S. Davidson noticed bulging which normally indicates movement in the arches. Water infiltration was found to be the cause and so a contract was issued to Lobar to mill up the old surface, put down a scratch coat followed by a waterproof membrane and then paved over top. This bridge will be inspected again in October and hopefully the Priority #1 label can be removed. Mr. Malesker also stated that the guardrail contract work has been completed and that the Heisey Road bridge project is in the final design phase with construction set for next year.
